We are working with a Major Oil & Gas operator to source Sr. QA/QC Engineer to work for Major Offshore Project. This is a long-term contract role working on a residential basis 5-days per week / 8-9 hours per day. Please see details below:
Title: Sr. QA/QC Engineer
Start Date: Negotiable (typically within 1 month notice)
Duration: 36 months (potential for extension)
Location: Doha HQ with site visits
Working Schedule: 5-days per week / 8-9 hours per day
Qualification Bachelor’s degree in an Engineering discipline from an internationally recognized University, preferably a Mechanical degree. Master’s degree is also preferable. Membership of a recognized Professional Institution of relevance is preferable.
Experience Minimum fifteen (15) years of relevant QA/QC experience in Oil & Gas projects, including a solid offshore experience, minimum 5 years in similar senior position. Qualified as Lead ISO 9001 Auditor. Professional qualifications relevant to quality is desirable. Working knowledge and experience with international codes and standards relevant to quality. Familiar with development of quality management systems, quality assurance & control relevant to Oil and Gas or Infrastructure and Civil projects during engineering development, procurement, construction & commissioning. Working knowledge in the manufacturing inspection and certification processes for equipment/ materials in projects and the associated Quality Assurance and Quality Control practices. Working knowledge in offshore construction, welding & NDE (conventional and non-conventional techniques) is essential. Proficient in the English language (both written & spoken). Leadership skills to motivate and organize Project and Contractors quality & Inspection Teams to achieve a high-performance level.
Primary Duties and Responsibilities To provide a professional technical guidance, with full responsibility and accountability, to ensure that the Quality Management System is well implemented within the offshore EPIC Projects. To ensure and monitor full compliance to Company Standards, Shell Dep’s, and applicable International Codes throughout the performed projects, which shall be addressed in the relevant Project Quality Plans (PQP). Prepare the Project QMS documentation in accordance with Company requirements. Manage and follow-up on implementation of QMS compliance requirements in Contracts. Act as a PMT Focal Point for Corporate/external audits. Coordinate with Project Team and EBS for planning and conducting Company second party audits on Contractors and participate in assigned audits during contracts execution. Guide subordinates (call-off) and Project Team on various activities related to latest version of ISO 9001 Standard, QMS system documentation and certification requirements. Prepare Project Quality Plan (PQP) in coordination with the Project Team. Ensure that EPIC Contractors required Project Quality Plan (PQP) is established and adhered to throughout the Project Life Cycle. Review the EPIC Scope of Services (SOS) and Scope of Work (SOW) and ensure that Company quality and technical requirements are incorporated which include Contractor/Supplier’s QA/QC and relevant engineering and construction deliverables and any other Technical / Company System documents. Participate in pre-qualification of EPIC Contractors/Sub-Contractors and Vendors, as required, monitor and enforce compliance with ISO 9001, QP-QAL-STD--004, Company PML/SML, etc. Participate in EPIC technical bid evaluation of the Bidders to ensure that Company quality requirements as per QP-QAL-STD-004 are included, addressed, and understood. Review Contractor/Supplier’s engineering and construction deliverables with specific emphasis to QA/QC and coordinate with relevant engineering discipline specialists on issues related to materials/corrosion/special processes etc.; to enforce compliance to contract requirements. Ensure deviation & non-conformance control system is implemented to meet the departmental compliance requirements. Verify the resolution of deviations related to corrective and preventive actions and proper closure of NCRs and CARs. Lead multi-discipline QA/QC Team (call-off) within the Project Teams and ensure that the Inspection Test Plans and procedures are in place and adhered to throughout the project life cycle.
