As the Sr. Program Manager, you will be responsible for managing the FOIA/PAA Human-in-the-Loop (HITL) delivery of redaction services for the VBA Office of Field Operations (OFO). This technical services support is in parallel with the FOIA/PAA Claims Acceleration Platform (UCAP). You will be expected to lead all facets of project management to include subcontractor support, quality control, defect resolution, areas for improvement, sustained delivery capacity, forecasting of capacity models and routine briefings to key stakeholders.

What You’ll Be Doing:

Providing leadership, supervision, and guidance for all contractor personnel, inclusive of subcontractors/teaming partnersReviewing UCAP – FOIA/PAA transaction processing trends daily to drill-down to processing and quality issuesDirecting program activities to meet client and organization work objectives for FOIA/PAA inventory management of requests pendingReview technical capability of FOIA/PAA reduction and request UCAP software changes to ensure functional capabilities are being metDefine measures of success jointly with VA stakeholders to meet milestone capacity delivery for FOIA/PAA processingPrepare ad hoc presentations and reports and present them to VA stakeholdersSupport action item management and definition and mitigation of program risksServing as the Government’s focal point in absence of the Program ManagerManaging people, projects and a program with revenues in excess of 10M.

What You’ll Need:

Bachelor’s degree (work experience will be considered in lieu of degree)10+ years in program management, deputy program management or a leadership role for software/services delivery to Government Agencies4+ years of experience supporting services delivery with more than 50+ staff members2+ years of technical services delivery using a combination of COTS and custom developmentExperience managing multiple concurrent projects with success in meeting budget, timeline, and quality expectationsExperience organizing, directing, and managing teams, projects, daily operations and functions involving complex, interrelated activitiesExperience setting policies, procedures, equipment standards, and documentation standardsExperience managing the client interface at senior levels of an organizationOutstanding written and verbal communication skills with the ability to present to business leadersMust be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

Current or previous Veterans Affairs experienceExperience developing technical presentations and/or writing and presenting business case and white papers or writing and contributing to industry proposals is a plusExperience developing Basis of Estimates (BOE) and budgetary estimates is preferred
