About This Role
We are seeking a highly skilled and experienced Senior Program Manager to join the Sea Systems team. This role holds responsibilities for overseeing and managing the successful execution of the 5th Generation Common Unmanned Surface Vehicle (CUSV) current referred to as the Multi-Mission USV (MMUSV) Pre-Production Development Program from inception to completion, ensuring performance to scope, budget, and timeline requirements. This position directs all phases of the program and proposal efforts, from inception to completion. The Senior Program Manager will work closely with cross-functional teams, stakeholders, and clients to deliver program performance and results. Specific responsibilities include:
•Creating, implementing, and maintaining the cost, schedule, and performance of Sea Systems programs (Large and/or multiple) and their associated Contract Line Items
•Establishes, with the program and functional team, milestones, master schedules, program financial baselines and monitors adherence to master plan/schedule and financial baseline
•Leads coordination with engineering, manufacturing, and quality teams to ensure program requirements are met
•Identifies program risks and implements mitigations
•Identifies program opportunities and defines a promotion plan
•Responsible for coordination and timely execution of all program related activities
•Participates, with Sea Systems Contracts Manager, in negotiation of contract changes
•Is the Primary Point of Contact with the external and internal stakeholders, providing regular updates on program status, milestones, and potential challenges
•Develops the positions direct reports, establishes an individual development plan, support a culture of continuous improvement and coaches against their aspirations
•Works with Program Development to establish new business opportunities
•Leads execution of new or continuing program pursuits and associated proposals
•Ensure compliance to industry standards and program requirements
•Coordinates with Sea Systems Business Lead a as secondary customer contact for program activities.
Position specific job duties include:
• Strategic lead for long term impact of current and future programs, including but not limited to the Navy’s MCM USV Program of Record, the 5th generation CUSV program, the Tsunami platform, and other related programs
• Coordinating large scale program forecasting, resource planning, establishments of budgets and program plans
• Measurement of program costs and performance with Earned Value methods
• Delivery of a full life cycle product contract to include engineering development, prototyping, production, test, training, and logistics support.
• Execution of program management reviews, agendas, minutes, and action item tracking
• Program performance against defined contract requirements
• Adherence to established program process and procedures
• Establishment and management of the program integrated master schedule
• Major liaison between Textron Systems and the various high-level customers
• Consistent program update report outs to prominent leaders and customers
• Other tasks as defined
• This position requires travel 25% of the time

Qualifications:
• Minimum 10 years of directly related experience required.
• Bachelor's Degree required in Engineering sciences or technical business management
• Prior experience with engineering development, production and program execution of US Department of Defense programs, specifically Navy programs desired.
• Project Management Institute (PMI) certification as a Project Management Professional (PMP) or equivalent desired
• Candidates for this position require contract execution knowledge. Prior experience as a Program Manager and as a proposal manager desired.
