The Leidos Digital Modernization Sector has an opening for an experienced Sr. Program Manager (PM) to oversee modernization of services for the Department of State. The Program Manager will serve as the primary interface between the contractor and the government for all required project status information, tasking, risk management, coordination, staffing, scheduling and problem resolution. This position requires an active Top-Secret Clearance.
The PM will be accountable for the overall success and execution of the contract—providing leadership, direction, and management across all program functions. This includes ensuring delivery excellence through technical, operational, and financial dimensions while fostering innovation and long-term customer satisfaction.
Key Responsibilities:
Serve as the senior program lead, responsible for organizing, directing, and managing complex operational support functions across multiple projects and locations.
Provide executive-level oversight and strategic direction to all program activities.
Act as the main liaison with senior government stakeholders, maintaining strong and effective communication.
Collaborate with customer and contractor personnel to define, review, and refine task plans and deliverables.
Ensure compliance with project schedules, budgets, and contractual requirements.
Maintain technical and financial reporting to track progress, identify risks, and support decision-making.
Oversee staffing and team performance, promoting high retention and professional development.
Conduct Program Management Reviews with both Leidos leadership and the customer.
Support business development initiatives by identifying and pursuing new opportunities aligned with program scope.
Promote a culture of innovation and continuous improvement across all aspects of program delivery.
Required Qualifications:
Active Top Secret security clearance.
Bachelor’s degree and 12+ years of prior relevant experience, or a master’s degree with 10+ years of experience.
Minimum of 10 years of experience supervising or leading large teams or complex projects.
Demonstrated capability of managing highly complex programs of $150M/yr and all associated financials and contract deliverables.
Demonstrated experience in IT Service Delivery using an ITIL/ITSM framework within a large-scale enterprise environment.
Proven success applying Earned Value Management (EVM) principles on large-scale projects.
Experience managing geographically dispersed operations and engineering staff of varying skill levels.
Possesses a current Project Management Institute (PMI) Project Management Professional (PMP) certification.
Desired Qualifications:
Prior experience supporting programs for the U.S. Department of State.
