Description We are seeking a strategic and experienced Senior Program Manager to act as an individual contributor leading long-term planning initiatives for External Fulfillment (EF) delivery speed growth. This role is responsible for developing multi-year strategic plans that optimize delivery speed for third-party sellers while expanding seller participation and network density. The successful candidate will leverage advanced data analytics, cross-functional stakeholder management, and end-to-end supply chain expertise to architect scalable solutions that balance seller experience, customer delivery expectations, and operational efficiency. This position requires an exceptional ability to influence across organizational boundaries, synthesize complex data into strategic recommendations, and drive alignment among business teams, operations, and seller-facing organizations to deliver transformational improvements in external fulfillment capabilities. This role offers the opportunity to shape the future of External Fulfillment and directly impact millions of customers and thousands of sellers. You will work on high-visibility strategic initiatives that define how third-party sellers compete on delivery speed and how the marketplace grows in strategic segments. The position requires balancing long-term vision with near-term execution, often navigating ambiguous situations where creative problem-solving and strong judgment are essential. The ideal candidate brings both strategic thinking and operational pragmatism, recognizing that successful strategies must be implementable and sustainable. You should be comfortable working with incomplete information, making assumptions, and iterating based on market feedback and business results. The ability to influence without authority is critical, as success depends on building coalitions across diverse stakeholder groups with different priorities and incentives. Moreover, the role demands a leader who can operate at multiple altitudes, developing a multi-year strategic vision while also diving deep into operational details when needed. You should be comfortable switching between strategic planning sessions with business leaders and detailed analytical reviews with operations teams. Key job responsibilities • Own the long-term strategic roadmap for External Fulfillment speed by developing 1–3 year plans that define network capabilities, seller requirements, and operational mechanisms required to achieve competitive delivery speeds for MFN and seller-fulfilled products • Drive data-driven analysis of EF speed performance and improvement opportunities, leveraging large-scale datasets to identify geographic gaps, seller capability constraints, and network design enhancements that enable faster delivery promises and improved customer experience • Act as the strategic bridge between business and operations teams, translating business growth objectives into operational requirements and operational constraints into business strategy adjustments • Lead comprehensive trade-off analyses, evaluating speed improvements against cost implications, seller experience impacts, and operational complexity, and present recommendations to senior leadership with clear ROI and risk assessments • Develop end-to-end optimization strategies spanning seller onboarding, inventory placement, order routing, transportation network design, and last-mile delivery to deliver integrated, scalable speed improvements • Lead EF strategic planning processes, defining multi-year investment priorities, resource requirements, and success metrics aligned with business objectives • Establish governance mechanisms for EF speed initiatives, including decision-making frameworks, escalation paths, and performance review cadences that drive accountability and results Basic Qualifications - Experience using data and metrics to determine and drive improvements - Experience owning program strategy, end to end delivery, and communicating results to senior leadership - Experience demonstrating strong analytical abilities and confidence in the use of data - Experience in program or project management - Advanced English proficiency - Bachelor's Degree Preferred Qualifications - Experience driving process improvements - Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field Our inclusive culture empowers Amazonians to deliver the best results for our customers.
