Capital One is seeking a Sr. Manager, Chief of Staff - Strategic Workforce Planning (Tech & Product) to serve as a key architect for our Technology and Product talent strategy. This role is not just about the numbers; it is about ensuring our human capital strategy enables our most ambitious technical innovations. You will partner with executive leadership to design annual and long-term workforce roadmaps, with a specialized focus on accelerating our International Talent Expansion.
The ideal candidate operates at two altitudes: a high-level strategic partner to leadership and a hands-on builder of the models and frameworks that power our international expansion.
Major ResponsibilitiesGlobal Growth Strategy: Act as an architect for our international workforce footprint. You will evaluate labor market maturity, cost-of-labor arbitrage, and talent availability in emerging tech hubs to advise on where and how we scale our global teams.
Integrated Annual Planning: Lead the end-to-end annual workforce planning cycle for Tech and Product organizations. This includes reconciling financial budgets with hiring demand and real estate constraints to ensure a "single source of truth" for headcount.
Dynamic Scenario Modeling: Leveraging analysts on the team to develop sophisticated "what-if" workforce models to forecast the impact of AI adoption, shifting product priorities, and macroeconomic volatility on our talent needs.
Cross-Functional Orchestration: Serve as the "connective tissue" between Finance, HR, Recruiting, Real Estate, and Tech Labor Strategy ensuring growth plans are supported by a coordinated plan for recruiting capacity and office infrastructure.
Executive Influence: Synthesize complex data into compelling narratives for senior leadership. You will facilitate data reviews that drive high-stakes decisions on organizational design and geographic distribution.
Basic Qualifications:
Bachelor’s Degree
At least 7 years of experience in Project Management, Process Management, or Agile Delivery
At least 3 years of experience working with senior stakeholders across different business functions
At least 3 years of experience writing communications and presentations for leadership and non-leadership audiences
Preferred Qualifications:
Master’s Degree in Business Administration (MBA)
3+ years of experience managing diverse operational functions, such as staffing, budgeting, executing high-level meetings and events
3+ years of experience driving organizational change and operational excellence
2+ years of experience in IT development or support
2+ years of experience as a Chief of Staff
2+ years of experience working closely with executives

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $200,700 - $229,100 for Chief of Staff
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
