Description: Seeking a Senior Enterprise Solution Integration Architect to lead the architecture and technical implementation for a series of innovative strategic initiatives for the Michigan Department of Education (MDE), Division of Accountability Services (DAS). This architect will be acting in a leadership role as a subject matter expert responsible for the architectural oversight representing State of Michigan’s interest on a vendor contracted solution to develop, implement and maintain a dynamic online reporting tool. The vendor agnostic solution will use a common authentication and data interface format for parent, student and educator users as the approach to securely pass login credentials from various student information systems to access the online reporting tool through local data hubs. When fully implemented, the system will allow individuals to create reports that combine state assessment results with local data sets. This individual will be responsible for assessing technical approaches, oversight for the implementation of architectures which will integrate with current vendor student information systems. Architectures must ensure data integrity, regulatory compliance, performance, scalability, security, high-availability, and device responsive design. The solution will have to accommodate geographic and political constraints. The successful candidate will be a dynamic individual responsible for making significant contributions to the design, development and implementation of sophisticated reporting systems. They will join the project during development of the request for bid, vendor selection and through the entire software development lifecycle of the solution. - Assures that all standards, models, designs and methodologies required by the State of Michigan are implemented and adhered to at the project level. - Leads in strategic planning efforts from a technical perspective. - Responsible for providing detailed impact analysis assessment for Enterprise Architecture components. - Establishes procedures to enable tracking and enforcement of standards, including State standards. - Identifies technical implementation risks; analyzes potential impact to enterprise and scheduled objectives; develops, submits and maintains enterprise critical path schedules; and initiates action to correct any deviations from schedules. - Recommends programming languages, methodologies, and platforms.
Skills Required: Microsoft VB .NET or C# development skills: 7 Years.
Developing Systems with Microsoft SQL databases: 7 Years.
.NET framework 4.0 and higher: 5 Years.
N-tier application development: 7 Years. Service Oriented Architecture (SOA): 5 Years.
AGILE Software Development Lifecycle: 3 Years. Active Directory Federation Services (ADFS): 3 Years.
Load Testing: 3 Years. Performance Tuning: 3 Years.
Skills Preferred: Security Assertion Markup Language (SAML): 1 Year OAuth : 1 Year
Experience Required: Proven background in the design and implementation of large scale, complex systems (e.g., high transaction volumes) for medium to large business environments. - Experience with architecting .NET Solutions. Proven knowledge and hands-on experience designing and developing enterprise applications using C# or VB, Microsoft SQL Server.
Hands-on technical experience with service oriented architecture (SOA), design patterns, application and integration architectures. Experience with Active Directory Federation (ADFS). Experience with System Load testing and Performance Tuning. Expertise in creating and maintaining large architectures, including modeling and application usage patterns. Extensive experience with good architectural design pattern/principles. Proven ability to develop architectures that incorporate high availability and scalability - an end to end perspective. Experience conducting proof-of-concept, developing prototyping and building reference models. Proven ability to develop architectures that incorporate high availability and scalability - an end to end perspective. Experience with logging, monitoring & medium to large scale architecture.
Experience Preferred: Project experience in performing IT architectural assessments in projects similar in size, scope to this project. - 5+ years of experience proposing new system architectural designs and technical specifications in projects similar in size and scope to this project.

Possession of a bachelor’s degree in computer information systems, systems analysis, or computer programming.
