Sr. Contracts Manager - GSA Operations (Hybrid role - Herndon, VA or Huntsville, AL)

**This is a Hybrid position and requires that you live within commuting distance from either Herndon, VA or Huntsville, AL.**
This position serves as the central Contracts group point of contact supporting multiple Akima Operating Companies in their interactions with the General Services Administration (GSA). The Senior Contracts Manager will play a critical strategic role across the Akima enterprise by managing existing GSA parent/prime awards (GWACs, Schedules, etc.), leading the execution of GSA Schedule modifications (e.g., labor category additions, renewals, consolidation), and supporting efforts to obtain new GSA awards and schedules. This role will work in close partnership with Akima’s GWAC Program Management Office (PMO), housed within the company’s Corporate Development function, providing contractual guidance for GSA MAS activities and assisting in the pursuit of new GWACs and MACs, as appropriate. A detailed overview of the GSA-related responsibilities is outlined below.
In addition to GSA-related functions, this individual may also be responsible for more traditional Contracts Management responsibilities in support of one or more Akima Operating Companies. These responsibilities may include managing the formation, negotiation, and ongoing management of medium-risk, high-value, and high-visibility contractual agreements. The successful candidate must demonstrate a high degree of independent and creative judgment aligned with the high-level goals and objectives of the Operating Companies. A strong understanding of the FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWACs, MACs, and agency-specific supplemental acquisition regulations is required. The Senior Contracts Manager will serve as the primary point of contact for assigned Operating Companies and be responsible for the oversight of all Contracts-related functions in support of those companies.
**Responsibilities**
+ GSA Related Responsibilities:
+ Day-to-day contractual management of all active MAS and GWAC parent contracts, including GSA OASIS+, GSA STARS III, GSA Polaris, and multiple GSA MAS contracts across various categories.
+ Preparation of require GSA reporting (CAF, IFF, etc.) and execution of Transactional Data Reporting (TDR).
+ Management of all Schedule Input Reporting (SIP).
+ Updating of responsible parties and Authorized Negotiators.
+ Serve as System Administrator for GSA Assist and GSA eBuy.
+ Perform GSA sales reporting and CAF reporting/remittance.
+ Lead evaluation and response efforts for GSA-related CPARS.
+ Manage eOffer/eMod submissions.
+ Senior Contracts Management Responsibilities (non-supervisory):
+ Leads contract strategy and provides input into the implementation of strategic contract opportunities with high impact to the corporation and Operating Companies. Works closely with internal teams including Operating Company General Manager, Project Manager, Business Development, Operations, Project Controller, Finance Department, and Senior Contracts leadership.
+ Partners with operations personnel to identify risks and develop mitigation strategies.
+ Leads contract negotiations and provides contractual domain expertise in implementation, execution, and administration for 8(a) sole-source, directed awards and competitive procurements.
+ Provides guidance to 8(a) Operating Companies to ensure compliance with SBA 8(a) program requirements and related statutes (Limitations on subcontracting, non-manufacturer rule, etc.)
+ Reviews terms and conditions of all new awards to ensure appropriateness of terms and clauses
+ Prepares formal contract correspondence and ensures compliance with contractual terms and conditions, federal and state regulations and restrictions, and internal management policies.
+ Administers a variety of contract types, including FFP, T&M, cost reimbursable, and hybrid structures; handles contracts modifications, options, terminations, and close outs.
+ Regularly interfaces with finance, project controls, senior leadership, and customer contracting personnel.
+ Drafts and negotiates terms for confidentiality agreements, teaming agreements, subcontracts, and prime contracts, including pricing and payment terms.
+ May provide formal training to junior Contracts staff and/or Operating Company personnel on contract-related topics.
+ Understands financial implications of contract decisions and demonstrates an appreciation of business case and profit /loss considerations.
+ Initiates, tracks and manages contract funding and funding modifications.
+ May monitor the activities of junior contract staff to ensure compliance with responsibilities listed above.
**Qualifications**
+ Demonstrated successes in performing the GSA-specific responsibilities enumerated above. These activities will form the preponderance of work for this position so knowledge of, and experience in performing, these activities is critical for success.
+ Proven ability in managing competing priorities and set clear expectations in a dynamic, high-volume environment.
+ Bachelor’s degree in business management or related field with a minimum of 7 years of experience OR a high school diploma/GED with a minimum of 10 years directly relevant experience.
+ Experience managing a full range of contract types (IDIQ, FFP, T&M, cost reimbursable, and hybrids).
+ Strong understanding of the SBA’s 8(a) program and the rights and responsibilities of Alaska Native Corporations (ANCs).
+ Experience with contract pricing strategies and the execution of contract modifications.
+ Experience handling contract terminations and contract close outs.
+ Comprehensive knowledge of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWACs, and agency-specific supplemental acquisition regulations.
+ Experience supporting or responding to audits and implementing corrective action plans.
+ Exceptional interpersonal and communication skills with ability to foster lasting positive relationships with clients, CORs and Contracting Officers.
+ Excellent writing skills with the ability to draft clear and accurate contracts-related responses and notifications.
+ Must have the ability to obtain a Security Clearance.
**Desired Qualifications:**
+ Experience working for a small business and/or an 8(a); ANC-based experience is a significant plus.
+ Significant knowledge of and/or experience in negotiating and managing 8(a) sole-source contracts is highly desirable.
+ Demonstrated understanding of small business and 8(a) regulatory requirements, including Limitations on Subcontracting, Non-Manufacturer rule, and related SBA regulations.
+ NCMA Contract Management Certification is desirable.
+ Experience managing international and/or commercial contracts is desirable.
