Sr Subcontracts Manager - Federal

Essential Duties and Responsibilities

- Perform government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close out and records retention.

- Provide assistance to source selection/evaluation process including cost and price analysis, negotiation memoranda, buildup of CPSR compliant files. 

- Draft, negotiate, and use of contracts, for subcontracts, P.O.’s teaming, and other forms of agreements.  

- Work on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends. 

- Recommend changes to policies and establish procedures that affect immediate organization(s).

Minimum Requirements

- Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience.

Extensive knowledge of various types of subcontract awards and the ability to generate and administer various subcontract award documents to include Cost Reimbursable, Firm Fixed Price and Time & Material awards. In-depth understanding of FAR/DFARS compliance, Non-Disclosure Agreement (NDA) and Teaming Agreements (TA) best practices. Experience with ERP systems (Coupa preferred) and/or related business software, Contract Lifecycle Management systems, and Microsoft Office Suite (Excel, Word, PowerPoint). Experience leading teams working in a customer service-oriented team environment within a matrixed organization. Experience with Contractor Purchasing System Review (CPSR) compliant policies and procedures and supporting audits. Expertise supporting commercial and U.S. Government requirements preferably in support of U.S. Department of -Defense (DOD)and/or other federal government programs. Experience issuing and managing subcontracts, in a highly technical environment, under Prime contract awards. Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
