Job Description:

Parsons is looking for an amazingly talented Real Estate Professional to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

What you'll be doing:

The Senior Real Estate Professional performs and oversees the activities involved in all aspects of the right of way acquisition process of real estate purchases for transportation related and municipal projects. The individual has the experience and knowledge to be considered an expert in the more advanced technical and operational areas and has been working in the right of way industry for at least 10 years. The individual has obtained the experience and knowledge to be placed on the governmental list of approved right of way specialists.

Key Responsibilities

Assists in completing projects and provides leadership and guidance to other team members in all aspects of project completion

Successfully performs and oversees all activities associated with the negotiation and acquisition process of real estate purchases related to transportation and municipal projects

Sets up and maintains files that document all relevant project activity • Researches resource material in preparation for negotiations including current title to property

Verifies legal descriptions and other legal documents • Interprets and explains right of way plats and construction plans to individual property owners

Explains to property owners proposed transportation projects and how WISDOT acquires rights of way

Communicates the effect the plans will have on property owners and their property

Develops rapport with property owners, assess problems and determine solutions

Conducts public relations calls

Reports new information learned during negotiations which may be used as a basis for administrative settlements or revised offers

Arranges appraisals for property being purchased

Identifies all the affected parties and explain individual rights under eminent domain to those property owners

Negotiates just compensation settlements with property owners of nominal value parcels based on the agent’s knowledge of the market

Arrives at valid settlements and solutions • Drafts instruments necessary for the transfer of clear title to property

Secures proper execution of documents required for property acquisitions

Reports to management on status of negotiations/project • Identifies and understands complex right of way acquisition issues regarding relocation, access, severance damage, cost to cure, litigation appeals, etc

Uses expertise to advise team and client on best practices to reduce risk and increase efficiency


Education and Typical Experience

High School diploma or GED

Has completed enough IRWA and other related courses to be accepted on a governmental list of approved right of way specialists

10 years of relevant experience in the right of way field

Understanding of Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended

Understands state-based statutes relative to purchasing and negotiating right-of-way on behalf of governmental and utility entities

Detailed oriented

Recognizes and solves routine issues that occur within the team or department without supervisory approval

Able to perform administrative tasks of the real estate profession

Great verbal and written communication skills

Interpersonal skills for facilitating relationships with team staff, colleagues, and clients/public stakeholders

Creative problem-solving skills to solve new and challenging problems

Ability to work on several projects or issues simultaneously

Ability to work independently or in a team environment as needed

Has obtained status on a governmental list of approved right of way specialists or is certified by a state board to complete real estate acquisition for public improvement projects on behalf of others

Real Estate Sales or Broker License is preferred

Salary Range: $120,800.00 - $217,400.00
