The Pricing & Estimating Specialist is responsible for managing multiple high-value proposals, ensuring compliance with government regulations, and supporting strategic pricing initiatives. This role plays a critical part in the acquisition process by developing accurate cost estimates and supporting negotiations with government and commercial customers.
Key ResponsibilitiesLead and manage multiple multimillion-dollar proposals, including Truth in Negotiations Act (TINA) sweeps and proposals undergoing negotiation.Ensure compliance with Defense Federal Acquisition Regulation Supplement (DFARS) and Federal Acquisition Regulation (FAR) by:Reviewing Requests for Proposal (RFPs)Pricing Basis of Estimates (BOEs)Developing financial reports (e.g., staffing charts, cash flows, labor and cost breakdowns)Preparing Cost Volumes for proposals subject to Certified Cost and Pricing DataCompleting Proposal Adequacy and BOE Compliance Review checklistsParticipate in fact-finding and negotiation activities with government agencies and customers.Support proposal managers and Independent Cost Estimates (ICE) to develop competitive “Price to Win” strategies.Import current Forward Pricing Rate Proposal (FPRP) indirect and direct rates, travel rates, and escalation factors into ProPricer.Utilize standard tools to develop cost estimates, proposals, and business decision data for:Product developmentProgram changesManagement requestsApply historical data, engineering task descriptions, and hardware specifications to perform regression analysis and develop parametric estimates, “should-cost” analyses, and labor/material/non-labor cost estimates.Manage the collection of cost data from internal functional representatives, subcontractors, and vendors; apply appropriate estimating rates and factors.Develop and maintain estimating tools, databases, and cost estimating relationships.Provide cost and pricing information, as well as financial analysis, to cross-functional teams, senior management, and customers.Offer situational leadership to pricing, estimating, and cost analysis teams.Serve as a key internal resource for cost and price analysis within the defense business unit.Conduct cost and price analysis of major supplier proposals for missile hardware procurement.Define global supply chain negotiation strategies and lead part-buy negotiations with supplier subcontracts.Perform supplier fact-finding and audits of accounting system rates and factors to validate cost and pricing data.Support negotiations by representing supply chain cost elements.DRequired SkillsCost EstimationDefense Industry ExperienceKnowledge of DoD, DFARS, FAR RegulationsActive or Eligible for Secret DoD ClearanceProficiency in Microsoft ExcelExperience with SAP and ProPricerPreferred QualificationsBachelor’s degree with 3+ years of relevant experienceMaster’s degree in Accounting, Finance, or a related fieldFamiliarity with Cost Accounting Standards (CAS)Experience LevelIntermediatePay and BenefitsThe pay range for this position is $120.00 - $135.00/hr.
