Responsibilities

This is a design, develop, integrate, deploy, and sustain Senior Program Management role responsible for planning, executing, monitoring, and controlling multi-million dollar fixed-price non-recurring engineering budget allocation programs and sustainment programs with the focus of delivering integrated solutions to a multitude of state customer-funded programs applicable to IDEMIA Civil Identity.  The Senior Program Manager is responsible for the planning and successful delivery of programs funded by various states on fixed price, fixed duration, fixed scope contracts. Strict adherence to proper work decomposition, project scheduling, time-phase budget allocation, and program cost controls through earned-value management are required. This position will be required to provide program leadership to dispersed development teams in leading investigation of engineering issues with minimal oversight, operating with significant independence and minimal supervision. Familiarity with complex requirements derivation and traceability and software development applicable to fixed-duration fixed-price contracts is most desirable.  Willingness and desire to proactively motivate and drive a nationwide disperse development team and tackle issues immediately is a must.

 

Essential Job Duties and Responsibilities:

Manages, oversees, monitors and approves elements of assigned programs from bid and inception to deployment and sustainment including proposal development, solution decomposition, work package allocation, and leading teams to ensure proper requirements management, design documentations, development, integration, defect resolution, certification, deployment, and customer acceptance of products, ensuring adherence to budget, schedule and contract requirementsResponsible for using best practice PMO methodology to create project management plans to fit the stakeholders/customers’ needs and deliver within budget on desired outcomesThorough understanding and compliance with awarded ContractCreates partnership and ensures full integration of internal cross-functional relationships of engineering, quality, delivery, and other technical leads supporting program executionCreates partnership and maintains strong customer relationships with focus on increased customer satisfaction while staying within the boundaries of the contractual commitmentsDevelops and manages complex development schedules with Microsoft ProjectEnsures on-time delivery meeting internal gate review commitments, customer interim execution commitments, and deliverables across programDevelops and maintains a project risk register and successfully manage program risk and ensures risk exposure is minimized and mitigatedConducts program coordination meetings and participate in program reviewsAllocates budget within the Microsoft Project schedule from which a baseline snapshot can be created to capture a Performance Measurement Baseline from which progress will be measuredStatuses Microsoft Project plan regularly to ensure percent complete is accurately captured, task durations and dependencies are proactively managed, and estimate-to-complete resources (labor and cost) are properly updatedProactively coordinates with functional leads to ensure resources are available for programs such as engineering, quality, delivery, etcEnsures that scope creep, communications, and quality are carefully managedOwns and presents program status to executive leadership team monthlyProactively confronts issues openly and quicklyEffectively communicates relevant project information to superiors and peersAble to communicate at all levels in the customer and internal organizationPossesses the expert knowledge to identify opportunities for change and the ability to convey the need for change, but flexible to adapt to current processesBuilds expert knowledge in our industry and conveys knowledge to othersEvokes creative and innovative thinking from team members while helping them to bring their ideas to fruitionHelps to determine new, creative ways to employ teams on projects and distribute responsibilitiesWorks across the organization to share lessons learned and best practices  Qualifications Four-year college degree, or equivalent, with preferences in a design engineering discipline or related technical discipline, plus a minimum of ten years of related technical or engineering experience including seven years of project engineering, project management, program management or other supervisory responsibilityAdvanced engineering degree or MBA is preferredProject Management Professional (PMP) certification is highly recommendedProficiency in Microsoft Office tools (Word, Excel, PowerPoint) is requiredProficiency in Microsoft Project is requiredProven ability to lead cross-functional program teamsProven understanding of engineering, operations, system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, and program financeAbility to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors, and vendorsRequires knowledge of state or government procurement, contracting, and standards and specificationsMust be full USA citizenMust pass background and CFIUS checksDomestic travel projected less than 25% Options Apply for this job onlineApplyShareEmail this job to a friendRefer Sorry the Share function is not working properly at this moment.
