This role is hybrid and requires you to be at our downtown Toronto office and/or Client office at a minimum 2 days per week
The Senior IT Project Control Officer is a key member of the PMO responsible for providing advanced project governance, financial oversight, and strategic support for complex, multi-stream IT projects and programs. This role partners closely with senior project managers, program managers, delivery leads, and technology executives to ensure projects are delivered on time, on budget, and in alignment with organizational standards. The Sr. IT PCO acts as a subject-matter expert in project controls, reporting, and PMO processes.
Key Responsibilities
Strategic Governance & PMO Leadership
Serve as the primary governance lead for large-scale or high-risk IT projects and programs.
Ensure full compliance with PMO methodologies, audit requirements, and enterprise delivery frameworks.
Mentor junior PCOs and project coordinators, providing guidance on tools, best practices, and execution.
Contribute to continuous improvement of PMO processes, templates, and reporting frameworks.
Advanced Financial Management
Lead end-to-end financial governance for projects/programs, including forecasting, budgeting, accruals, variance analysis, and cost optimization.
Oversee vendor financials, contract renewals, SOW reviews, invoice validation, and purchase order management.
Partner with Finance and Procurement teams to ensure accurate capitalization, expense categorization, and monthly/quarterly reporting.
Executive Reporting & Analytics
Develop and maintain executive-level dashboards, scorecards, and KPI reports across programs or portfolios.
Provide data-driven insights to support strategic decisions, risk assessments, and prioritization.
Consolidate multi-project reporting for steering committees, governance councils, and senior leadership.
Risk, Issue, and Change Control Oversight
Own RAID management across complex programs, ensuring risks and issues are well-articulated, quantified, and escalated.
Lead program-level change control processes, ensuring impact analysis, scope clarity, and traceability.
Identify delivery gaps, trends, and dependencies; proactively recommend mitigation strategies.
Project Planning & Delivery Support
Support development of integrated program schedules, milestones, and resource plans.
Monitor critical-path milestones and dependencies across workstreams.
Facilitate high-impact project meetings, workshops, and governance reviews.
Tools, Data Quality & PMO Systems
Serve as an SME for project management tools (e.g., Clarity, Jira, MS Project, Smartsheet, Confluence).
Ensure data quality, accuracy, and completeness in PMO systems for audits and governance reviews.
Design or enhance templates, trackers, and automation solutions for reporting and financial management.
Qualifications & Skills
Education & Experience
Bachelor's degree in IT, Business, Project Management, or related field.
3–5+ years of PCO/PMO experience supporting large and complex IT initiatives.
Experience in multi-project or portfolio-level governance in enterprise environments.
PMP, CAPM, PMI-PBA, or Agile certifications are an asset.
Technical & Professional Skills
Deep understanding of project management methodologies (Agile, Waterfall, Hybrid).
Advanced Excel/analytical skills (complex formulas, modeling, pivoting, dashboarding).
Strong financial and budget management skills for multi-million-dollar projects/programs.
Proficiency with enterprise PMO tools (Clarity PPM, Jira, Confluence, Smartsheet, MS Project).
Leadership & Soft Skills
Strong communication skills with the ability to influence senior stakeholders.
Exceptional attention to detail and commitment to data accuracy.
Ability to manage ambiguity in fast-paced, matrixed environments.
Strong organizational, problem-solving, and critical-thinking capabilities.
Proven ability to coach, guide, or mentor junior PCOs.
"CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes factors such as skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions depend on the facts and circumstances of each case. A reasonable estimate of the current range is $55,000–$105,000. This role is an existing vacancy."
