Job Summary:

PayPal is looking for an experienced leader to manage the legal function for the company for the Asia Pacific, Middle East and Africa, and “rest of world” markets. This person will report into the Vice President, Legal International, and will be based in Singapore where the company’s international headquarter office is located. This person will lead a diverse team and serve on the International Legal senior leadership team.

The successful candidate must have an established track record of advising senior stakeholders on cross border and multi-jurisdictional issues, be commercially focused and prioritize helping their business partners achieve their objectives. This requires both a tolerance for risk and a degree of comfort in dealing with ambiguity. Additionally, protecting the company’s brand and reputation are of paramount importance, particularly with local regulators, and this person will play a key role in these activities.

Given the scope of the team, and the expansion of PayPal’s international business, this person must have a demonstrated ability to lead people, drive results, and influence others, even without direct authority.

Responsibilities 

Manage a team of highly talented lawyers responsible for supporting PayPal in the international markets in particular across Asia-Pacific, Middle East and AfricaAdvise business leaders and product teams on the company’s most important initiatives including core wallet and check-out, cross-border and domestic payments, funds transfer, agentic commerce, ads and rewards, and crypto-currency.Provide multi-jurisdictional legal and regulatory advice on payments licensing, cross-border and domestic payments, anti-money laundering, counter terrorist financing, consumer protection, data privacy, and information security laws. Work closely with colleagues in compliance and government affairs to develop regulatory strategy and engage with financial services regulators, including but not limited to the Monetary Authority of Singapore, the Japan Financial Services Agency, the Reserve Bank of India, the Central Bank of the UAE, Hong Kong Monetary Authority, Bank of Thailand and Bank Negara Malaysia.Provide key inputs as an industry leader and expert, staying ahead of legal trends and influencing industry standards.Influence long term success strategy of the legal function, driving innovation and continuous improvement in legal practices.Lead the adoption of cutting-edge legal technologies and best practices.

Qualifications & Skills 

Admitted as an advocate and solicitor in Singapore with at least 15+ years’ PQE gained in-house or in private practice.Deep expertise in payments and technology-related regulations particularly cross border payments.     Strategic thinking capabilities and the ability to develop creative solutions to complex regulatory issues.Demonstrated understanding of digital technology and e-commerce. Ability to handle multiple tasks or projects simultaneously in a fast paced and dynamic financial services environment. Outstanding ability to work with cross-functional teams and with senior management. Strong interpersonal skills with a focus on teamwork and the ability to foster and manage relationships across multiple departments. Extremely proactive with a strong bias for action Skilled in focusing on desired results, clarifying next steps, and ability to prioritize effectively to meet deadlines, address risk and achieve desired results.
