Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Site Leader (SL) works collaboratively as part of an interdisciplinary team and within a trauma informed model of care and Indigenous Cultural lens, oversees and coordinates the evening and weekend (including statutory holidays) patient care service activities across the whole Forensic Psychiatric Hospital (FPH) in accordance with legislative and legal requirements, operational policies and procedures and clinical polices and procedures and guidelines in adherence to the British Columbia College of Nurses & Midwives and other evidence and best practice approaches. The SL is responsible for the overall effectiveness of patient care services during the evenings and weekends (including statutory holidays) as well as supervision and coordination of patient care work to ensure provision of safe, competent and ethical care. The SL provides the first point of contact for hospital patient care coordination needs, operational staffing needs, patient escalation support, and patient and staff safety concerns. The position reports all staff, patient, clinical, and operational concerns to the FPH Administrator On Call. The SL oversees and coordinates on-going hospital development, evaluation and quality improvement activities; ensures effective utilization of human, fiscal and physical resources; participates in the selection of nursing staff; identifies staff education/learning needs and plans; and provides critical input into the performance evaluations of Direct Care Nurses and Health Care Workers.
Duties/Accountabilities:
1. Acts as the senior administrative person on site during evenings and weekends (including statutory holidays) overseeing FPH patient care activities and coordination of care with direct accountability for providing leadership and supervision to staff by performing duties such as coordinating work assignments, monitoring patient service delivery, coordinating effective utilization of resources between various units, providing clinical and operational advice, and giving clinical work direction to meet the operational needs of the hospital and ensure efficient, safe patient care.
2. Monitors patient care coordination activities, including, new admissions, discharges, patient transitions within the hospital and patient bed counts, and adjusts staffing levels in collaboration with in-charge personnel to ensure service targets are achieved and standards of care are maintained. Takes calls from hospital staff and attends units to assist with patient care supervision and coordination. Approves urgent/emergent single shift leave requests according to staff availability during evenings and weekends where the request cannot be addressed during regular weekday hours. Ensures vacancies are filled and resources are available by coordinating the authorization of overtime for patient care staffing, as necessary and facilitating the effective and efficient communication with Workforce Management Solutions; Short Call and Scheduling.
3. Responds to urgent calls to address issues of an immediate nature related to patient, visitor, staff and public safety, and/or other events potentially harmful to safety and/or the hospital’s image by communicating with police agencies, BC Corrections, Sheriffs, hospital visitors, and Indigenous leaders as required to ensure all operational requirements and patient and staff needs are safely met. Ensures a safe and healthy workplace for staff and patients through the promotion and monitoring of safe work practices and enforcement of health and safety requirements. Ensures all unsafe situations are reported; investigates and initiates corrective action as required.
4. Communicates operational or resource changes in services by meeting with staff to discuss issues, receiving/providing feedback, relaying information as necessary and escalating operational or technical issues using appropriate reporting and communication mechanisms to the Administrator On Call and Senior Director or designate. Advocates for the achievement of goals and objectives and the efficient and safe operations of the hospital.
5. Acts as a resource to Direct Care Nurses, Health Care Workers and FPH Rehabilitation staff by communicating hospital policies, demonstrating procedures and technology use as required, answering questions, and supporting learning related to practice, protocols, problem solving, conflict resolution and troubleshooting. Advises Administrator On Call and Senior Director or designate of any issues or concerns.
6. Oversees and coordinates on-going hospital development, evaluation and quality improvement activities that facilitate problem solving, conflict resolution and collaboration by reviewing hospital policies and procedures, conducting service evaluations and preparing proposals; interpreting, and monitoring and recommending changes to policies/procedures/standards related to patient care activities. Revises documents and develops new policies and procedures; implements new and revised policies/procedures/standards and evaluates effects of changes; and collaborates on the efficiency of processes and procedures to ensure streamlined, effective and patient care practices. Provides an ongoing commitment to patient care services and continuous improvement, identifying quality improvement opportunities including changes to existing policies and/or procedures.
7. In conjunction with the Senior Director, ensures effective utilization of human, fiscal and physical resources for efficient, safe patient care. Makes operational staffing decisions and is accountable for reporting variances, such as overtime, to Senior Director. Participates in the preparation of annual staffing and operating budgets.
8. Participates in the selection of new Patient Care Coordinator or other nursing staff as requested through attending interviews, competency assessment, and by providing input and/or recommendations with respect to evaluation of candidates and hiring. Participates in the orientation of new staff by monitoring and evaluating their progress.
9. Identifies staff education/learning needs and plans; makes training/staff development decisions in consultation with Professional Practice for meeting overall educational needs of staff. Recommends allocation of resources across units, including delivery of in-service programs.
10. Provides critical input into the performance evaluations of Direct Care Nurses and Health Care Workers by participating in the setting of performance goals/objectives, defining areas for improvement and communicating concerns regarding risk management and nursing practice issues to applicable Clinical Services Manager (CSM) or Senior Director. Processes and completes staffing forms and associated documentation as necessary for review by CSM.
11. Promotes optimal support for patients and families and provides input into improvements of care and services and the resolution of issues by attending to problem/conflict situations, resolving any escalated patient services issues including evaluating and documenting all complaints, identifying quality improvement opportunities, and forwarding report(s) to CSM and Patient Care Coordinators as per policy.
12. Maintains awareness of risk management, quality, privacy, confidentiality, and/or informed consent issues; follows up and resolves in a timely manner.
13. Maintains current knowledge of clinical evidence based best practices, therapeutic and relational security practice and technical practice by participating in continuing education activities regarding clinical practice, regulatory guidelines, legislation, technical advances and supervisory practices. Contributes to committee work, case conferences or other meetings as required by attending meetings, reporting on relevant activities of the units, and participating in discussion of agenda items.
14. Supports policy implementation such as privacy, confidentiality and security policies and guidelines by informing staff and contracted resources of roles and responsibilities, and promoting ongoing privacy and information security awareness and participation in education and training opportunities.
15. Supports the implementation of a proactive privacy framework based on sound principles of privacy, security and confidentiality, and supports the development of a culture where privacy is seen as design objective for information and technology by identifying processes/forms which require improvement, drafting/revising patient care documentation, processes/forms for review, mentoring staff, and role modelling behaviours.
16. Performs other related duties as assigned.
Qualifications:
Education, Training and Experience
• Current practicing registration with the British Columbia College of Nurses & Midwives (BCCNM).
• Leadership and business management courses.
• Minimum five (5) years recent relevant clinical experience in working with individuals with mental health and substance use disorders including two (2) years’ recent experience in a leadership/supervisory capacity or an equivalent combination of education, training and experience.
• Valid BC Driver's License and access to personal vehicle for local area travel may be required.
