We are seeking a strong Senior Signals Technical Analyst to provide information for Government use in defining, developing, and documenting operational, maintenance, and logistical concepts leading to the development of prototypes, proofs of concept, modeling and simulations, system requirements, Concepts of Operations (CONOPS), and Tactics, Techniques, and Procedures (TTPs). Operate, demonstrate, and train on current or prototype intelligence, information assurance, or cyber security systems under test or in use in field or garrison locations. Gather collection statistics and optimize collection systems. Document operations in daily logs and collection summaries. Contribute to technical studies, analyses, and evaluations of technical mission needs and make recommendations to support decision-makers. Must have an in-depth understanding of the US SIGINT System, export issues, and SIGINT System collection and processing facilities. Must be capable of maintaining extensive interaction\/working relationships among various representatives of the Intelligence Community (e.g. military services, Second and Third Party customers and vendors).\n

Position requires an active TS\/SCI with polygraph level clearance. US citizenship is required.\n

Required Skills:\n

Ability to: \n\nSupport Mission Management and Collection Management activities.\nSupport the implementation of collection-tasking strategies.\nProvide operational assistance to users during upgrades\/installation of new collection systems.\nParticipate in discussions with Offices of Primary Concern (OPC) and customers to promote dissemination of accurate collection assessments.\nRespond to collection requirements received from Data Orchestration Services.\nSupport the review of collection priorities submitted by the Information and Intelligence Analysis organization.\nGather collection related statistics and document operational activities in daily logs and collection summaries.\nOptimize collection activities in accordance with standard operating procedures and government guidance.\nOperate, demonstrate, and provide informal training on current or prototype intelligence systems, either deployed or in test.\nProvide technical assistance necessary to meet collection-tasking strategies.\nConduct discussions between various TOPIs and other customers ensuring accurate collection assessments are received\/shared.\nParticipate in the review and validation of collection priorities submitted by Information and Intelligence Analysis.\nSupport technical development of junior personnel in the area of SIGINT analytical tradecraft.\nProvide technical direction and technical support for the development of training.\nCollect, compile, and prepare drafts of information related to characteristics of signals based on Government identification of signals.\nConduct and document all-source research to identify the communications used by targets of interest.\nProvide collection summary reports, statistics, and metrics via formal and informal communications.\nMaintain knowledge of site capabilities to include end-to-end data flow to help recognize and define collection problems.\nProvide technical expertise to perform functional analysis, timeline analysis, detailed trade studies, requirement allocation and interface definition studies to translate requirements into system specifications and cost estimates.\nProvide expertise in the acquisition cycle to support integration of SIGINT systems for USCS customers.\nProvide expertise and perform technical analysis of prototyping activities.\nProvide technical analysis of activities as they relate to the fielding of new systems: program management, technical planning, system design, integration, verification and validation, cost, risk, supportability and effectiveness.\nAdvise the Government on cost, schedule, technical, and contractual issues.\nProvide technical assistance for acquisition processes and during the budget development process.\n\n

Qualifications: No formal education required, twenty (20) years of professional experience supporting a military and\/or government cryptologic mission required. Professional experience may include mission support as a military or government collector, language or Signal Analyst as it relates to acquiring, identifying, processing, and reporting on electromagnetic emissions.\n
