SHES Division Manager - Carbon Capture & Storage Project

We are working with a Major Oil & Gas operator to source for SHES Division Manager. This is a long-term contract role working on a residential basis with 6-days per week / 8-10 hours to be based Doha, Qatar or at site office. The role will report to Project Manager and will be part of Carbon Capture & Storage Project.

Working Schedule: 6-days per week / 10 hours per day


Job Purpose:
Responsible for ensuring CO2 Sequestration Project employ and adhere to all SHES requirements, providing functional leadership in SHES related activities such as procedures, best practices, resources, lessons learned, incident management & investigation, etc.

Lead functional oversight over all project activities and help liaise with the SHES & Risk Manager, Technical (MP) and other SHES adjacent organizations (e.g., subsurface, operations, etc.) to prevent all incidents in CO2 Sequestration Project.


Key Job Accountabilities: Reports to Project Manager (CO2 Sequestration Project). Responsible for the development, organization, planning and execution of the CO2 Sequestration Project SHES & Safety Culture to ensure nobody gets hurt. Responsible for an effective SHES surveillance program across CO2 Sequestration Project, by developing self-assessment and review plans at appropriate intervals to ensure adequate oversight of SHES activities and performance, and ensure compliance, then communicate the outcome to the CO2 Sequestration Project Leadership team. Develop (or acquire) the tools to ensure the deployment of lessons learned and best practices to all CO2 Sequestration Project and monitor effective implementation to further strengthen the SHES performance of the project. Responsible for the coordination and development of weekly, monthly, and annual reporting on the SHES performance and to ensure transparency and effective reporting that would enable measurement of leading and lagging indicators and thus help identify issues and risks proactively and devise corrective actions accordingly. Lead/or assign lead for all incident investigations for CO2 Sequestration Project including teams’ formation, charter preparations and approvals to ensure the investigations are conducted timely and effectively. Lead the preparation of the proper reporting and analysis for Project Leadership review. Expected to lead and participate in key technical reviews to enhance the Subject Matter Expert (SME) content into the project execution plans and challenges. Coordinates with contractors SHES personnel, project management team, project personnel and Company operating and subsurface personnel for all SHES project deliverables. Steward SHES input to PMT during all phases of the project and provide functional guidance and advice appropriate with the project nature and execution challenges and as requested by Project Leadership. Maintain & foster effective SHES interfaces and working relationships with other PMTs, corporate SHES, and other functional SHES. Responsible for championing Company Safety, Health and Environment policies and programs and performing specific duties and responsibilities related to this aspect.


Minimum Requirements:
Qualifications:
Bachelors degree in sciences, safety, health, environment, security, or engineering

Knowledge and/or Experience: 15 years experience in SHES in the Oil & Gas Industry, including 3 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel. Recent (within the last five years) experience of SHES management on major   EPC phase projects with extensive experience within a brownfield environment

Technical and Business Skills: Experience with Oil & Gas companies, Contractors, or Service Companies. Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc. Advanced knowledge of relevant SHES management systems and programs. Excellent written and oral English skills. Proficient in Microsoft Office suite of software programs, Engineering Programs, Lotus Notes, etc. Experience with various process simulation software. Ability and sensitivity to work with people from variety of culture backgrounds.
