Position Title: Senior WASH Manager - Cholera Response
Location: Tawila, North Darfur, Sudan (with onboarding in Chad)
Duration: 3 months (1 August – 31 October 2025)
Reports to: Emergency WASH Coordinator

Background:

Since April 2025, Tawila has received more than 379,000 displaced individuals amid mass displacement from El Fasher and Zamzam. With over 524,000 people now in Tawila, including returnees and host community, access to basic WASH services has sharply deteriorated. Only 43% of water needs are met, and over half of the population relies on unchlorinated private sources. Cholera transmission has surged, with over 460 confirmed cases reported by July.

IRC is responding through a cholera WASH package targeting high-risk populations in Tawila. The intervention includes water trucking, hygiene kit distribution, chlorination of private boreholes, and CATI (Case Area Targeted Interventions). The Senior WASH Manager - Cholera Response will oversee technical quality and coordination across these activities.

 

 Purpose of the Role:

The Senior WASH Manager - Cholera Response will lead the design, implementation, and supervision of cholera-specific WASH activities in Tawila. They will support outbreak control through technical leadership, coordination, staff mentoring, and stakeholder engagement.

 

Key Responsibilities:

Technical Leadership & Coordination

Lead the implementation of cholera response WASH activities in Tawila, ensuring technical quality aligned with Cholera specific standards. Coordinate the response with IRC Health and MEAL teams, HAC, MSF, WASH Cluster actors, and community stakeholders. Lead on the planning and execution of CATI, chlorination, hygiene kit distributions, and water trucking activities in response to case alerts. Represent IRC in WASH and Health Cluster coordination at locality level.

Program Implementation

• Supervise and ensure quality implementation of the following deliverables:

·        Hygiene Kit Distribution
• 2,500 hygiene kits distributed to 12,780 individuals in high-risk areas
• Additional hygiene kits distributed to 3,000 individuals accessing non-chlorinated water sources

Water Supply and Safety Measures
• 200 emergency water trucking trips to high-risk zones.
• 150 emergency water trucking trips to healthcare facilities and outbreak hotspots.
• Extension of one existing water network.
• Installation of 10 water storage tanks to improve chlorine contact time.
• Chlorination and regular monitoring of 10 private boreholes. Hygiene Promotion and Outbreak Control
• Hygiene promotion sessions by trained CHPs.
• Deployment of 5 CATI teams conducting hygiene promotion, household disinfection, and WASH item distribution.
• Daily surveillance and hotspot mapping by 5 DW deployed together with CATI teams.

Staff Supervision & Capacity Building

Line manages Senior WASH Officer, Engineer, Hygiene Officer, and CATI Teams. Deliver training on chlorine dosing, water quality monitoring, household disinfection, and safe hygiene practices.

Monitoring, Reporting & Learning

Consolidate weekly activity data: hygiene kit distribution, chlorine logbooks, hygiene promotion sessions, and case mapping reports. Support inputs to donor reporting, WASH Cluster 5Ws, and Health Cluster updates.
