Position Overview

QinetiQ US seeks an experienced Senior Training and Development Specialist to provide professional services contract support to a federal law enforcement agency client. This role focuses on creating, managing, and delivering comprehensive training programs for law enforcement systems, with emphasis on user adoption, change management, and operational excellence. The ideal candidate will have extensive experience in instructional design, adult learning methodologies, and supporting federal law enforcement technology deployments. You will work directly with federal stakeholders to ensure successful system implementations through effective training strategies and knowledge transfer programs.

Responsibilities Instructional Design and Content DevelopmentLead development of comprehensive training programs for law enforcement systems using instructional design methodologies (ADDIE, SAM, adult learning theory, Bloom's Taxonomy)Create SCORM-compliant, 508-accessible training content using e-authoring tools such as Adobe Captivate and Articulate StorylineDevelop training materials including Quick Reference Guides (QRGs), one-pagers, videos, knowledge articles, and interactive learning modulesCollaborate with subject matter experts to create organic content addressing law enforcement operational processes and system functionalityDesign and produce video and audio training content using professional development tools and techniquesPre-Deployment Planning and AnalysisConduct comprehensive needs assessments to determine training, communication, and change management requirements for law enforcement system deploymentsIdentify potential user adoption challenges and develop creative solutions to mitigate implementation risksAuthor data calls and surveys to gather stakeholder requirements and baseline knowledge levelsDevelop customer support packages for establishing helpdesk support structuresCreate and maintain detailed project timelines and milestone documentation for training initiativesDeployment Support and User Acceptance TestingSupport User Acceptance Testing (UAT) activities by drafting and revising test scripts, conducting testing sessions, and summarizing findings for federal stakeholdersCreate and execute comprehensive deployment and communications plans that maximize user adoptionLead change management initiatives designed to increase user engagement with new law enforcement systemsFacilitate training events, document emerging knowledge gaps, and develop post-deployment action plansCoordinate training delivery across multiple law enforcement locations and user groupsPost-Deployment Support and Knowledge ManagementManage group mailboxes and triage user training requests and support needsServe as tiered support for help desk operations when specialized training expertise is requiredMaintain SharePoint and knowledge base repositories of training materials and resourcesDraft communications for system releases, enhancements, bug fixes, and planned outagesAssess and resolve ongoing system adoption and utilization issues through targeted training interventionsLearning Management and Performance MeasurementMaintain and enhance Learning Management System (LMS) platforms supporting law enforcement training programsDevelop and track program effectiveness through comprehensive metrics including completion rates, performance impact, user satisfaction, and return on investmentLeverage Kirkpatrick's Model to measure learning effectiveness and demonstrate training impact on operational outcomesUpdate training content based on user feedback, system changes, policy updates, and evolving law enforcement requirementsCoordinate compliance training requirements and ensure alignment with federal standards and regulationsStakeholder Engagement and CollaborationWork closely with federal and contractor personnel to align training programs with strategic agency objectivesInterface with diverse law enforcement stakeholders to facilitate training alignment and drive consensus on learning strategiesCoordinate with external vendors and training providers as required for specialized content or delivery methodsSupport the development and professional growth of law enforcement personnel through structured learning programsAssist in the professional and technical development of fellow staff Required Qualifications Education and ExperienceBachelor's degree in education, instructional design, training and development, or related field with 10+ years of relevant experience ORRelevant professional certifications in instructional design or training development strongly preferredProfessional Experience10+ years of direct experience in training and development, with at least 5+ years supporting federal agencies or law enforcement organizationsProven experience as a training leader with demonstrated success managing complex learning initiativesExperience supporting technology system deployments, user adoption programs, and organizational change managementBackground in federal law enforcement, national security, or related mission-critical environments strongly preferredTechnical and Instructional Design SkillsExpert knowledge of instructional design methodologies including ADDIE, SAM, adult learning theory, and Bloom's TaxonomyProficiency with e-authoring tools such as Adobe Captivate, Articulate Storyline, and Articulate 360 suiteExperience with SCORM standards, 508 compliance requirements, and accessibility best practicesAdvanced skills in video and audio content development and productionProficiency with Adobe Creative Suite (Illustrator, InDesign, Photoshop, Dreamweaver), Microsoft Visio, and PowerPointLearning Management and AssessmentExtensive experience managing Learning Management Systems (LMS) with preference for Cornerstone or similar platformsDemonstrated expertise leveraging Kirkpatrick's Model and other assessment frameworks to measure learning effectivenessAbility to develop comprehensive training metrics and analytics that demonstrate business impact and ROIExperience with User Acceptance Testing processes and test script developmentCore CompetenciesExceptional communication skills (verbal and written) with ability to explain complex technical concepts to diverse law enforcement audiencesStrong project management abilities including planning, multitasking, and effective time management under tight deadlinesProven ability to work independently while maintaining collaborative relationships with federal clients and cross-functional teamsDemonstrated experience building relationships with federal stakeholders and managing training expectations in complex environmentsSecurity RequirementsAbility to obtain and maintain appropriate federal security clearanceBackground investigation
