PURPOSE OF THE POSITION

The Senior Technical Specialist for Safeguarding and Gender Equality, Disability, Social Inclusion (GEDSI) oversees the development, implementation, and mainstreaming of WVI-C's Safeguarding and GEDSI policies, ensuring compliance with WVI and the Royal Government Cambodia. The STS for Safeguarding and GEDSI provides technical expertise and coordinates the integration and mainstreaming of GEDSI and Safeguarding across all World Vision International – Cambodia’s (WVI-C) programmes and operations.

This role will perform as the Safeguarding Focal Point for the organization, including being responsible for (1) the reporting and monitoring of Safeguarding Incidents using WVI’s global system, (2) ensuring completion of the NO Safeguarding risk assessment and monitoring the implementation of the Safeguarding action plan, (3) building the capacity and ensuring all staff are trained and compliant on policy and procedures, and (4) maintain the monitoring system that tracks cases, generate reports.

At the same time, the role will be the GEDSI focal point for the organization, responsible for leading and capacitating the GEDSI Champions, facilitating GEDSI assessments and relevant action plans, ensuring GEDSI is operational in WVI-C People & Culture practices, and that all programme and project designs are meeting GEDSI requirements. In addition, the role will ensure there are clear, identified budget lines and indicators to demonstrate WVI-C’s impact on GEDSI.  The STS will also support WVI-C’s technical engagement in national platforms, contribute to quality assurance, and support resource acquisition in GEDSI-related project designs.

MAJOR RESPONSIBILITIES

Oversee the development and implementation of WVI-C Safeguarding and GEDSI policies, making sure policies are adapted to the context of Cambodia, implemented, and mainstreamed across WVI-CProvide capacity building to relevant units, departments, Area Programs, and partners to ensure safeguarding and GEDSI policies and concepts are understood, integrated, and practiced across WVI-CEnsure the quality of GEDSI implementation and safeguarding compliance, including program quality assurance, partner assessment (safeguarding compliance), GEDSI self-assessment, safeguarding risk assessment, managing and reporting safeguarding incidents, and the safeguarding action plan.Work closely with the Resource Acquisition & Partnerships (RAP) team to develop concept notes and proposalsProvide GEDSI and Safeguarding technical inputs into the development and refinement of Technical Approaches and ProgrammesSupport the development of tools, guidelines, behaviour change communication materials, and document promising practices for internal and external disseminationRepresent WVI-C in national and subnational GEDSI forums, platforms, and technical working groups, and support strengthening engagement and partnerships with key government bodiesServe as safeguarding focal point and monitor the safeguarding hotline

REQUIREMENTS

Master’s degree and/or advanced professional background in Law, Psychology, Social Work, Development Studies, Gender Studies, or other relevant social science disciplines.5 to 7 years of professional experience in Safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Child Protection, and Gender Equality, Disability, and Social Inclusion (GEDSI).Strong knowledge of Safeguarding and GEDSI frameworks and standards.Proven experience in supporting GEDSI-responsive and transformative program design, including mainstreaming strategies across multiple sectors.Demonstrated experience in conducting gender and disability analyses to inform program design and support GEDSI-responsive monitoring and evaluation.Solid experience in technical writing, including report writing and proposal development.In-depth understanding of the social, economic, and political challenges affecting marginalized groups in Cambodia.Strong facilitation and training skills for capacity building among staff and partners.Ability to develop technical resources, including Information, Education, and Communication (IEC) materials and behavior change communication tools, to support field programs.High level of integrity, honesty, and accountability to both team members and the communities served.Proven experience in the development, implementation, and monitoring of Safeguarding and GEDSI policies.Excellent oral and written communication skills in both Khmer and English.Strong interpersonal, communication, and presentation skills.Demonstrated ability to build and maintain effective working relationships with government agencies and development partners.Willingness and ability to travel extensively to project sites and other locations as required.Knowledge of and/or experience working with faith-based organizations is an asset.
