PURPOSE OF THE POSITION

The Senior Technical Specialist (STS) for Climate Change and Disaster Management will provide technical expertise and coordination in integrated climate change and disaster risk management across all World Vision International – Cambodia (WVI-C) programmes. This role will support the implementation of the 2023–2027 National Strategy by strengthening climate resilience, environmental stewardship, and disaster preparedness/response, particularly in the most vulnerable communities to enhance child well-being.

The specialist will also support WVI-C’s technical engagement in national platforms, support field technical and operations to engage at sub-national level, contribute to quality assurance, and support resource acquisition in climate change and disaster-related project designs. As a community-based organization, WVI-C’s focus is on building local resilience, mainstreaming climate-smart and disaster risk reduction (DRR) approaches into technical programs, and ensuring children are active participants in building safer, more resilient communities.

MAJOR RESPONSIBILITIES

Provide technical expertise both at the strategic level (organizational/national) and field level on climate change adaptation, mitigation, disaster preparedness, anticipatory action and emergency response.

Ensure integration of Climate Change and DRR/Disaster Management in WVI-C’s technical programmes (Integrated Health & Nutrition, Livelihoods, Education, Child Protection & Participation) and the Community Engagement & Sponsorship Plan (CESP).Support Area Programmes in integrating and implementing climate-sensitive, risk-informed programming in disaster-prone locations, including budgeting for disaster preparedness and climate resilience interventions.Support development of tools, guidelines, behaviour change communication materials, and document promising practices for internal and external dissemination.Design and facilitate trainings for staff, partners, and communities on climate change, environmental sustainability, CBDRM, anticipatory action and emergency preparedness.Support evidence generation on child and community vulnerability to climate change and disasters and integrate findings into adaptive programme design.Represent WVI-C in national and subnational climate change and disaster management forums, platforms, and technical working groups.Support strengthening engagement and partnerships with key government bodies (e.g., NCDM, MAFF, MoE), UN agencies, INGOs, LNGOs, and civil society actors.Work closely with the Resource Acquisition & Partnerships (RAP) team to develop concept notes and proposals aligned with donor priorities.Guided by the Associate Director for Program Quality and Director for Program Quality and Development, assist National Director in coordinating disaster early warning, preparedness, anticipatory action, and response efforts, in collaboration with the designated Response Manager, ensuring alignment with the Disaster Management Policy and humanitarian standards

REQUIREMENTS:

Master’s degree in Climate Change, Environment Management or Humanitarian Response/ActionUniversity degree and/or higher education or professional background in Environment Management or Science, Climate Change, Disaster Management or related fields5 to 7 years of experience, working in the area of disaster management and climate change adaptation/mitigation.Experience of working in the development sector is desirable.Good skills in report writing, proposal development, and technical writings.In depth understanding of approaches in poverty alleviation, and community development, disaster risk reduction and impact of climate change.Ability to develop technical resource materials to support the technical programmes in the fieldAbility to develop IEC or behaviour change materials and technical documents for wider dissemination.A good team player and able to provide leadership to teams, demonstrate servant leadership qualities.Integrity, honesty, and accountability to both the team and the communityFluent in Khmer and EnglishTravel 75 to 80 days (30% of time)
