What this job involves

Role – Regional Manager Sourcing and Vendor Management (APAC) to manage Manager Sourcing and Vendor Management for our key Global Oil and Gas client for 10 countries in the APAC region.

MAJOR RESPONSIBILITES

Function as the Regional lead for APAC as part of the wider Global Sourcing category and functional teamUndertake Corporate Real Estate specific sourcing activity, predominantly related to branch and office projects, facilities management services and real estate brokerageDrive and support sourcing strategies for the countries by working with key stakeholders and country procurement teams and/or external vendors in developing sourcing strategiesBenchmarking through analytical data at site, country and item specific costs and budgets.Identify and mitigate risks by implementing strong contract management strategies with suppliers and a structured procurement processWork strategically on bringing new procurement ideas, benchmarking, and analytics from the market by working with Global Sourcing to improve efficiency, compliance and cost optimization.To align with Corporate Procurement and be responsible for managing all aspects of the procurement service delivery on the Account and execute Procurement strategies for local/national and/or regional initiatives for facility services.Responsible for laying down and implementing the strategy for Vendor Selection, Vendor Development & Management of all supplier relationships including administrative and operational activities and issues.Ensure all sourcing and contracting standards are maintained.and all key performance indicators including responsibility for managing the budgets, short and long-term regional projects, operations and maintenance, interface with senior managers in client business units, coordination with other key managers within IFM alliance partner organizations and customer satisfaction.Deploy Green scope as per guidelines & Standards set up at account/Corporate/Client level in all major categories to support JLL/Client’s ESG goals.Sustainable procurement: Create and improve vendor reporting framework on -Net Zero / Diversity & Inclusion / Compliance & Ethics. Collect and analyses data regarding carbon emission and share with Stakeholders. Agree target in respect of sustainable procurement with key suppliers.  Define and Increase Diversity spend with in all major categories under addressed spend. Identify, introduce, Onboard , register and tag diverse vendors in all financial systems including Jaggaer.

ACTIVITIES

Work closely with the APAC Director and business stakeholders to develop and support sourcing and supply strategies and manage in-country resources to help deliver as per strategies agreedLead the end-to-end sourcing process in conjunction with local business stakeholders and drive overall commercial and contractual benefitsMonitor and review country expenditure patterns and service operation models to seek out opportunities to improve the way services are procured and drive commercial and contractual efficienciesRegularly produce meaningful reporting to demonstrate savings or service improvement opportunitiesEnsure procurement is undertaken in a professional and transparent way in line with Client policies and processesMonitor the market & vendor base for emerging services & trends to assess potential solutions/opportunitiesUndertake benchmarking and data analytics periodically to monitor risks, bring latest market best practices and value addition to clients.Review Contractors periodically to deliver quality work practices in line with the client expectations, identify and mitigate any risks.Responsible for setting up the AMC\maintenance contracts with service providers to service the Client requirements.Provide detailed instruction and continuous follow-up to support the operations team in standardized RFQ/bid and contract processes.Supervise teams to negotiate pricing and terms with vendors to provide best possible solution to client.Manage information on cost savings and provide reports on Cost Savings whenever required.Promote effective financial management and continue to develop financial and business acumen.Identify opportunities to consolidate supplier base wherever possible to leverage on volume economies.Identify suppliers, capabilities, share of business, products pricing to establish standardisation of rates for requirements.Demonstrate continuous effort to improve procurement operations, decrease turnaround time and streamline work processes.Manage data integrity and provide adhoc reports whenever required by the management.Ensure compliance to JLL standard processes and procedures.In consultation and collaboration with IFM team leads/ Ops Mangers oversee the operation, staffing, performance and development of the sub-contractor service delivery across all sites.

DEMONSTARTED SKILLS

Experience in procurement with particular emphasis within the Corporate Real Estate Services area (i.e.) knowledge of Project and Facilities Management procurement.Ability to work at a Strategic leadership level in a commercial environmentSkilled in contractual aspects and an experienced negotiatorGood relationship management and project management skills with the ability to influence stakeholdersExcellent PC skills – Advance MS officeDemonstrated organizational skills with strong analytical ability required.Good Communication Skills especially fluent in English – written & spokenExperience in managing teams, vendors or stakeholders in other countries in APAC region

QUALIFICATIONS / CERTIFICATIONS

Qualifications in either Electrical/Mechanical/Civil Engineering or an MBA in operations management \ Logistics will be an advantageRelevant experience in Sourcing and Vendor management of 15+ yearsKnowledge of ERP like SAP / Oracle, JD Edward would be a plusGood knowledge of suppliers, market trends, bidding process & negotiation
