Senior Subcontract Administrator

As a Senior Subcontract Administrator, you will play a key role in managing subcontracts, from soliciting proposals to negotiating terms and monitoring performance. Our BAE Maritime Solutions team is currently looking for a Senior Subcontract Administrator to support the San Diego ship repair business. As a Senior Subcontract Administrator, you will be part of an integrated team to procure subcontractor spend in the hundreds of millions across a very diverse set of subcontractors and commodities/categories. Essential duties and responsibilities include: + Work independently, as well as serve as subject matter expert for sub contractual matters within a cross-functional program team including in-depth understanding of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). + Influence cross-functional teammates to manage supplier relationships and overall subcontractor performance including technical, quality, and overall contract performance. + Drive completion of activities in support of subcontract administration need by dates. + Take the lead in identifying potential sources of required goods or services, develop and issue Requests for Quotations (RFQs) or Requests for Proposals (RFPs), develop evaluation criteria, manage the source selection and make/buy process through reviewing and evaluating proposals, negotiate subcontractor proposals, and document subcontract files in compliance with applicable laws and procurement policies. + Develop and prepare subcontracts, or subsequent contract modifications, of multiple contract types and of varying complexity for goods and services with U.S. and international suppliers that are in accordance with applicable laws, legislation, Department of War (DoW) contracting regulations, and program special provisions. Document subcontract files in accordance with established Procurement policies and procedures; develop and negotiate all subcontract changes. + Develop and negotiate subcontract terms and conditions, as well as special flow-down terms and conditions, including estimated cost/price, delivery, quality, and performance requirements. + Document negotiations in accordance with Procurement policies and procedures. + Perform price and cost analysis in accordance with DoW contracting regulations. + Full accountability to lead and manage timely execution of subcontracts modifications and ensure effective subcontractor performance through the period of performance by monitoring and managing the overall performance of subcontractors to support the achievement of contract, technical, schedule, quality, and financial performance objectives. + Perform subcontract closeout in accordance with established Procurement policies and procedures. + Able to assess, prioritize, drive issues to closure, and be assertive when required. + Exercise discretion and independent judgment in the performance of duties. + Exhibit best practice work habits and collaborate with other team members to promote operational excellence in a product development environment. + Develop, negotiate, and execute related agreements, such as non-disclosure agreements and letter subcontract actions, or strategic agreements such as teaming agreements. + Engage with subcontractors, build internal and external relationships, develop new subcontractors and advanced commodity strategies, and manage subcontractor activities through all phases of program execution. Respond to subcontractor inquires, resolve invoice issues, and participate in fact-finding activities pertaining to subcontractor safety, quality, and performance execution. Drive BAE Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors. + Effectively communicate internally and externally, build mutually beneficial relationships, continue to advance knowledge of procurement compliance, and proactively adopt best practices and support new initiatives. + Responsible for continuous improvement (root cause and corrective action) to optimize team performance and subcontractor performance. **Required Education, Experience, & Skills** + Bachelor's Degree with 4 years or more of related work experience in defense/government contracting and supplier management, or equivalent education/experience + Strong experience negotiating, executing, and managing subcontracts + Familiarity with defense industry and regulations, as well as the understanding of the role of subcontractors in complex industries + Experience leading major procurement efforts in a DoW contracting environment + Experience and ability to maintain compliance with DoW contracting regulations including FAR/DFARS + Understanding/knowledge of CPSR audits and requirements + Comprehensive understanding of subcontractor solicitations and bid analysis/process + Strong working experience generating, negotiating, and executing major subcontracts/purchases + Ability to make strategic decisions/demonstrate critical thinking using sound judgement while complying with company policies/procedures and applicable state and federal laws and regulations + Ability to exhibit sound interpersonal and collaboration skills while interfacing, coordinating, and negotiating with company personnel, customers, and suppliers + Proficient with Microsoft Office Suite (Microsoft Excel, PowerPoint, Word, and Outlook) **Preferred Education, Experience, & Skills** + Willingness and desire for continuous improvement with effective problem-solving abilities + Detailed-oriented with excellent time management/organizational skills + Effective communication skills (verbal and written) + Ability to find win-win solutions; a make it happen attitude + Ability to read and interpret ship specifications and work items + Familiar with NAVSEA standard items **Pay Information** Full-Time Salary Range: $82779 - $140723 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
