Key Responsibilities:
KBR is seeking an experienced senior satellite communications (SATCOM) systems analyst with a background working cooperative programs with International Partners to join our DoD team in Alexandria, VA.
Duties are performed on site in Alexandria, VA.
Primary Duties and Responsibilities include:
Provide expertise developing, formulating, crafting and documenting partnerships between the U.S. Department of Defense and the Ministries of Defense of U.S. Allies and International Partners in the areas of SATCOM planning, resource allocation, operational management and control to provide Command, Control and Communications (C3) capability to Warfighting units
Work with U.S. Combatant Commands (COCOMS), to include US SPACECOM (USSC), USEUCOM, USSTRATCOM, the Ministries of Defense of five North Atlantic Treaty Organization (NATO) partner nations and the NATO Communications and Information Agency (NCI Agency), to provide specified SATCOM services to NATO under the NATO SATCOM Services 6th Generation (NSS6G) Memorandum of Understanding (MOU)
Specific activities include: Provide Project Management level oversight of the U.S. contributions to the (NSS6G) project; ensure required services are delivered on schedule and within cost;
Continually analyze the performance of the SATCOM SHF, EHF and Management services provided to NATO to ensure they meet the NSS6G requirements; Propose improvements, alternatives and increases/decreases as required and/or requested;
Review the cost, schedule and budget documents prepared by the NSS6G Joint Service Management Office Lead (JSMOL) for accuracy; Coordinate with the U.S. Space Force (USSF) financial management lead to ensure invoices are submitted accurately and on time;
Oversee the process and procedures to allocate NSS6G residual funds to support DoD SATCOM initiatives and enhancements; Ensure that all funds for approved projects are received; Audit cost, schedule and performance to ensure funding is expended per the guidance of the NSS6G Investment Board (NIB);
Provide administrative assistance as needed to the NSS6G JSMOL in the execution of the NSS6G management functions; Coordinate with the U.S. Mission to NATO, the DoD CIO International Engagement Office, USSC and the NATO Communications & Information Services Capability Panel (CIS CAP) Secretariat to manage and guide the activities of the NATO SATCOM Capability Team (SATCOM CaT);
Assist in the development, review, legal adjudication and Principal level signature processes for Defense Communication (DEFCOM) MOUs and supporting Communications and Implementation Arrangements (CA and IA respectively); Represent the DoD customer at meetings and conferences in support of DEFCOM MOUs and other Multi- and Bi-Lateral arrangements; Coordinate with the DoD Office of the General Counsel (OGC) to ensure all agreements meet legal sufficiency in accordance with the Federal Acquisition Regulation (FAR) Part 25.8, Other International Agreements and Coordination; DoDI 5530.03, International Agreements; and, DoDi 8420.02, Satellite Communications, and other applicable issuances;
Produce reports, white papers, memorandums, represent the DoD customer at meetings and conferences, and respond to taskings as required and directed by the Program Manager.
Assist in performing analysis of the DoD SATCOM Enterprise to include SATCOM constellations and associated ground and user systems, which contribute to warfighting capabilities; Systems may include U.S. military, allied/International Partner constellations, and Commercial constellations or a mixture; Serve as the alternate wideband and protected satellite communications systems lead in the absence of the incumbent(s);
Provide technical SATCOM system expertise to key DoD SATCOM organizations including USSC, USSTRATCOM, the National Security Agency (NSA), Headquarters, USSF, Army, Navy, Marine Corps and Air Force program offices as well as terminal program offices (TPO) across the military services to evaluate and advise on programs’ cost, schedule and performance, and to ensure they are meeting the guidelines set forth in the National Defense Strategy, National Defense Authorization Act (NDAA), USSC Program Planning Guidance (PPG) and the DoD CIO Capability Planning Guidance (CPG)
Oversight activities may include any or all of the following functions: • Provide operations, sustainment, and engineering technical analysis and support for the full range of military, International Partner and Commercial SATCOM capabilities and programs.
Conduct business case analyses and review service programmatic investments for compliance.
Analyze functions of satellite payloads and ground station architectures to determine sufficiency of resource allocations by the services and agencies. • Identify integration and synchronization issues either within a specific service or across services including measures for cybersecurity and cryptography, and provide proposed satellite communications and related ground infrastructure architecture planning guidance.
Provide technical and programmatic support of the Enterprise Satellite Communications Management and Control (ESC-MC) initiative. • Review approved user requirements associated with programs of record (PORs) and the DoD SATCOM enterprise architecture to develop recommendations and inform program decisions.
Provide support and analysis for DoD representatives preparing for various reviews and meetings, including the Enterprise Satellite Communications Steering Group (ESC-SG) and its standing working groups
Assist in identifying programmatic budget shortfalls and preparing appropriate Issue Papers and coordination actions to remedy identified shortfalls Develop risk assessments, use analytical tools, assess impact/likelihood of SATCOM program initiatives and funding decisions, and recommend Courses Of Action (COA);
Represent the DoD customer at senior level forums for SATCOM technical, programming and planning activities;
Attend weekly staff meetings and prepare reports and briefings for senior-level leaders.
Work Environment:
Location: On-site, Alexandria, VA
Travel Requirements: Minimal 20-50% Duties require frequent travel to CONUS and OCONUS locations

Qualifications:
Required:
12 or more years of experience in DoD staff positions, military service and/or Commercial SATCOM environments/ organizations
4 or more years of experience with the crafting and development of DoD-level policies pertaining to C3
8-years related experience plus Master’s degree in technical discipline OR 12-years related experience plus Bachelor’s degree in technical discipline Understanding of the NATO command, staff and committee structure, NATO processes and procedures and NATO budgetary cycles
Experience working with NATO or other, similar alliances in which the U.S. is a partner
Experience in building and then executing international agreements with U.S. Allies and International Partners, to include the legal framework for developing and executing such agreements
Project Management Professional certification or at least 5 years working in Project Management positions
Previous experience within a major headquarters or DoD agency staff Previous experience working with the DoD’s Planning, Programming, Budgeting and Execution Systems (PPBES)
Previous experience with preparing, reviewing and navigating documents through the DoD/Joint Staff Joint Capabilities Integration and Development System (JCIDS), the Joint Staff Task Management Tool (TMT) process, and with the OSD Correspondence and Task Management System (CATMS)
TS/SCI Clearance is required for this role.
Desired:
Experience working with Commercial SATCOM (COMSATCOM) and the firms which provide COMSATCOM capabilities
Familiarity with the nuances of TRANSEC, including the application of TRANSEC techniques [or measures] to achieve established TRANSEC objectives Familiarity with the Committee on National Security Systems and its various publications, including especially CNSSP 12 and 31 and CNSSI 1031 and 1200
Able to work with, and appropriately protect, classified and proprietary information
Able to work as team player on a mixed contractor-government team
Excellent attention to detail and strong communication skills (position requires direct contact with senior DoD leadership)
Proficient with using MS Office application programs including MS Word, MS PowerPoint, and MS Excel Experience using MS SharePoint and MS Teams
