Job Description

Position Purpose:

The Senior Regulatory Specialist - Utilities, under the general direction of the Director, Regulatory Business, compiles and prepares data in support of rate and regulatory filings and is responsible for the effective presentation of assigned portions of the Company’s rate cases to optimize the revenue recovery allowed.

Primary Duties/Responsibilities:

Serve as Subject Matter Expert for rate cases, preparing exhibits, testimony, and cross-examination/rebuttal strategies.Manage and develop complex rate case adjustments.Support and advise outside consultants in preparing evidence for regulatory bodies.Ensure consistency of exhibits and testimony across witnesses and alignment with Company positions.Develop and maintain effective relationships with regulatory agency staff, consultants, auditors, and public advocates.Analyze rate case orders and regulatory pronouncements, providing recommendations to corporate personnel.Stay current on utility rate setting processes, statutory revisions, and Commission policy changes.Train and develop rate analysts.

Qualifications

Education/Experience/Background:

Bachelor's degree in Accounting, Business Administration, Economics, Finance, Engineering, or related field.8+ years utility accounting or relevant experience.Minimum 5 years experience in rate setting regulatory procedures.Master's degree and/or CPA preferred.

Knowledge/Skills/Abilities:

Strong judgment and decision-making abilities with proven independence.Excellent ability to gather and synthesize information from multiple sources into persuasive materials.Outstanding relationship building skills with stakeholders at all levels.Advanced proficiency in Microsoft Excel, Google Workspace, and ability to learn new platforms.Proven ability to manage multiple concurrent projects under strict deadlines.Exceptional communication, analytical, and organizational skills.Deep understanding of utility regulatory frameworks, operations, engineering, and finance.Experience preparing and presenting rate case testimony and exhibits.Ability to mentor less experienced staff.Occasional business travel required.

Required Certification/Licenses/Training:

CPA and/or Master’s degree preferable

Physical Requirements:

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Additional Information

Pay Rate: $126000 to $145000 Per Year.
