Job Description:

Ready to support teams identifying talent across multiple locations and large-scale, multi-billion-dollar programs, while also stretching across broader Talent Acquisition initiatives? Parsons is seeking a Senior Recruiter to partner closely with the business, delivering strategic, high-quality talent acquisition solutions aligned to organizational goals.

This is a hands-on, utility player, enterprise-minded role requiring strong relationship management, market insight, and the ability to adapt quickly to different focus areas within Talent Acquisition—including Nationalization, internal mobility, recruitment marketing, and data-driven insights. You will take a project management approach to both core recruiting and tangential assignments that will position you for future growth within the function. What You’ll Be Doing

Deliver end-to-end recruitment services efficiently and on time, aligned to business priorities, project timelines, and workforce plans across large-scale programs.

Act as a trusted advisor to hiring managers and stakeholders by clearly understanding role requirements, anticipating future hiring needs, and aligning recruitment strategies with broader business objectives.

Lead recruitment activities for complex, high-volume and specialist hiring, serving as the primary point of contact for staffing-related matters and providing guidance to additional recruiters assigned to programs.

Build and sustain strong, professional relationships with candidates, hiring managers, and internal partners, fostering trust and delivering a consistently positive and engaging candidate experience.

Develop a deep understanding of the organization’s culture, values, and work environment, and effectively articulate the employee value proposition (EVP) through tailored candidate communications and outreach.

Act as a Talent Acquisition utility player.

Collaborate with Nationalization teams and HR partners to align hiring activity with localization and national talent targets, sharing market insights and supporting related initiatives.

Partner with HR and People Partners to identify and promote internal mobility opportunities, proactively surfacing internal talent for open roles and supporting transparent, fair selection processes.

Work with recruitment marketing and employer branding colleagues to shape compelling job postings and contribute to recruitment marketing campaigns that strengthen Parsons’ talent brand.

Stay current on industry, talent, and market trends, leveraging data and insights to shape sourcing strategies, remain competitive, and proactively address recruitment challenges.

Adapt quickly to changing business needs, shifting priorities, and evolving hiring demands, embracing new technologies, methodologies, and innovative sourcing approaches to continuously improve recruitment outcomes.

Provide a high-quality candidate experience at every stage of the hiring process by maintaining transparent communication, gathering candidate feedback, and using insights to enhance recruitment practices.

Develop, maintain, and leverage global talent pipelines to support current and future workforce needs, including targeted campaigns across social media, job boards, and non-traditional sourcing channels.

Utilize Applicant Tracking Systems (ATS) and recruitment technologies effectively to manage candidate pipelines, track progress, analyze metrics, and support data-driven hiring decisions.

Support offer management and negotiations by partnering with stakeholders to recommend competitive and appropriate compensation solutions.

Ensure recruitment activities adhere to ethical standards, internal policies, and applicable employment laws, while actively supporting diversity, equity, and inclusion in hiring decisions.

Lead and support TA projects with a project management mindset:

Drive or contribute to cross-functional initiatives within Talent Acquisition (for example, Nationalization programs, internal mobility frameworks, recruitment marketing campaigns, process improvement, or new tool implementations).

Define scope, timelines, and milestones; manage stakeholders; track progress; and report on outcomes to ensure projects are delivered effectively and embedded into business-as-usual practice.

Document lessons learned and share best practices to elevate the broader TA team and expand your own career pathway across different Talent Acquisition specialisms.

What Required Skills You’ll Bring

Minimum 5 years of full life-cycle recruitment experience, ideally supporting large, complex or multi-disciplinary engineering and construction programs.

Demonstrated success in building strong relationships with internal and external stakeholders and delivering consultative, business-aligned recruitment solutions.

Evidence of operating as an agile utility player within Talent Acquisition, with exposure to one or more of the following areas:

Nationalization or localization initiatives

Internal mobility or internal talent programs

Recruitment marketing or employer branding activities

Talent analytics, reporting, or insights to inform decisions

Strong communication, influencing, and negotiation skills, with the ability to manage sensitive and confidential situations professionally.

Proven ability to manage multiple priorities and projects while maintaining attention to detail and high service standards.

Hands-on experience using Applicant Tracking Systems, job boards, social media platforms, and digital recruitment tools to source, track, and manage candidates at scale.

High levels of integrity, professionalism, and alignment with organizational values.

High learning agility and adaptability, with the confidence to pivot between core recruiting delivery and strategic TA initiatives as business needs evolve.

Desired Skills

Experience using Workday, Phenom, or comparable ATS/CRM platforms.

Prior involvement in Nationalization, internal mobility, recruitment marketing, or TA data/analytics projects, ideally using a structured, project management approach.
