Job Overview:
The Protection and Rule of Law (PRoL) Senior Manager will play a central role in the strategic leadership, coordination, and implementation of all PRoL program components across Lebanon. This includes overseeing legal aid, protection case management, emergency cash assistance, protection monitoring and advocacy efforts. In close collaboration with donors, government counterparts, sector working groups, and implementing partners, the Senior Manager will represent the program’s objectives, support strategic planning processes, and ensure consistent and effective implementation at both national and governorate levels.
The Senior Manager will lead capacity-building initiatives targeting PRoL staff, legal service providers, partner organizations, and relevant stakeholders. This involves designing and facilitating training workshops, coaching sessions, and knowledge-sharing platforms such as monthly technical meetings and bi-monthly strategic reviews.
Furthermore, the Senior Manager will technically supervise the monitoring, evaluation, and reporting of PRoL activities to ensure high-quality data collection, analysis, and timely reporting to donors and stakeholders. The position will be providing strategic guidance, technical oversight, and performance management to strengthen program quality and impact.
Responsibilities:
1. Program & Technical Leadership:
+ Provide technical oversight across PRoL activities, monitoring, legal services, case management, cash-for-protection, community-based protection and approaches.
+ Ensure consistency in tools, methodologies, and approaches across locations. Adapt systems for improved intervention effectiveness.
+ Work with M&E to integrate strong performance monitoring and ensure data informs continuous quality improvement and responsive protection programming.
+ Manage budgets, grant deliverables, and compliance for multiple donors—ensuring robust planning and timely re-alignment as needed.
+ Coordinating with other IRC sector leads (e.g., Health, ERD) to mainstream protection across all programs.
+ Track legal trends and contribute technical input to policy briefs, advocacy strategies, and donor reporting.
+ Oversee implementation of legal counseling, representation, and assistance, ensuring alignment with quality standards and community needs.
+ Supervise the delivery of legal services in the field, including legal awareness, case management, and legal follow-up.
+ Monitor service quality, update referral pathways, ensure SOP compliance, and oversee legal case tracking systems (e.g., CommCare).
+ Provide technical support for complex legal cases and coordinate service delivery between legal and protection teams.
2. Strategy & Business Development:
+ Feed into the development of an Integrated Protection Strategy as well as represent and contextualize IRC’s PRoL strategy in Lebanon. Ensure adaptive relevance given evolving protection challenges.
+ Lead design of protection concept notes, proposals, and assessments in collaboration with grant teams and Sr IP Coordinator, which include all relevant components of protection programming.
+ Draft high-quality monthly Protection Monitoring Reports and/or products—analyzing data to inform programming and advocacy.
+ Lead the development and implementation of IRC’s strategy for legal aid and access to justice (A2J), aligning with Protection & Rule of Law (PRoL) objectives.
+ Identify system-strengthening opportunities, especially within juvenile justice, civil documentation, HLP, and legal protection.
+ Design and update tools, SOPs, referral protocols, and client empowerment materials adapted to local legal and crisis contexts.
3. Representation, Coordination & Partnership:
+ Represent IRC in national-level forums: Protection Working Group, Core Protection Working Group, Legal Aid Group and other relevant Task Forces and groups.
+ Engage with government ministries, UN agencies, local NGOs, donors, and other stakeholders for PRoL goals.
+ Work with Advocacy & Communications team to position protection evidence for policy influence.
+ Build and maintain relationships with judges, police, municipalities, legal aid organizations, UN agencies, and civil society actors.
+ Lead and coordinate the Access to Justice for Children consortium, facilitating meetings and joint work planning with partners.
+ Support evidence-based advocacy by contributing legal analysis and policy recommendations in collaboration with the advocacy team.
4. Partnership & Capacity Building:
+ In partnership with partnerships unit, foster linkages with local NGOs and justice stakeholders.
+ Provide technical guidance and capacity building for partners, direct staff, and IRC teams.
+ Mentor field-level Senior Protection Managers and technical staff, ensuring staff development, inclusive remote support, and performance management.
5. Quality Assurance & Compliance:
+ Ensure all activities conform to IRC’s strategic action plans, theories of change, protection frameworks, and international/national law.
+ Oversee donor reporting and ensure quality outputs for both internal and external documentation.
+ Support cross-sector collaboration to embed protection best practices across IRC Lebanon operations
+ Conduct legal needs assessments, stakeholder analyses, and justice mapping exercises.
+ Oversee legal program monitoring and evaluation, including pre/post-tests, FGDs, and case audits.
+ Uphold IRC’s code of conduct and ethical principles, including confidentiality, anti-corruption, and protection from sexual exploitation and abuse (PSEA).
+ Undertake any additional tasks assigned by the IP Senior Coordinator to strengthen and support IRC’s PRoL programming.
Qualifications
Required:
+ Bachelor’s degree (Advanced degree in Law, International Human Rights, or related field preferred).
+ 5+ years of progressively responsible experience in PRoL programming and technical management—including case management, protection monitoring, legal services, etc.
+ Minimum 3+ years in managerial roles, preferably in emergency/post-conflict settings
+ Demonstrated experience in multi-donor project design, budgeting, M&E integration, and donor reporting.
+ Excellent analytical, communication, and strategic thinking skills.
+ Fluency in English; Arabic is essential.
Preferred:
+ Formal background in international human rights law, access to justice, or legal empowerment.
+ Track record in advocacy and external stakeholder representation.
+ Strong understanding of the Lebanese protection context—Syrian refugee situation, gender-based violence, documentation and legal services.
Demonstrated Skills and Competencies:
+ Experience implementing capacity building programs in emergency or post-conflict settings using participatory approaches.
+ Demonstrated experience developing and conducting training in post conflict settings.
+ Strong leadership, staff management, coordination and capacity building skills.
+ Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
+ Strong communication skills including ability to gain trust and build relationships with new communities.
+ Strong understanding of International Human Rights and Refugee Law.
+ Basic computer skills including Microsoft Word.
+ Experience in regular report writing.
+ Strong interpersonal skills and ability to work as part of a team, as well as independently.
+ Flexible and able to work in a dynamic and diverse environment.
Working Environment:
Located in Beirut standard working environment, with travel to other IRC Offices in Beirut, Zahle, Aarsal, Tripoli and Qobayat. It is estimated that this position will be approximately 60% office based and 40% field based.
