Senior Project Manager - Urban Development

Dubai, UAE

Parsons is looking for an amazingly talented Senior Project Manager to join our Urban Development with a proven track record in delivering large-scale, multidisciplinary projects from concept to completion. Accountable for the full project lifecycle, including business, technical, financial, and administrative oversight. Skilled in leading cross-functional teams, ensuring alignment with project goals, client expectations, and regulatory requirements.

What You'll Be Doing:

Project Leadership: Directs and controls all project functions, ensuring on-time, within-budget delivery and adherence to technical and quality standards.

Planning & Documentation: Develops and implements Project Execution Plans, HSE strategies, QA/QC plans, and other key documentation.

Team Management: Recruits and allocates staff strategically, conducts performance reviews, and mentors junior engineers and support staff.

Client & Stakeholder Management: Serves as the primary client liaison, negotiating contracts, managing expectations, and identifying opportunities for additional work.

Resource Coordination: Mobilizes internal departments and external partners to form high-performing teams; collaborates on space planning and logistics.

Financial Oversight: Prepares and controls project budgets and forecasts, manages change orders, and develops cost mitigation strategies.

Schedule Management: Builds and maintains project schedules in collaboration with discipline leads; addresses risks and delays proactively.

Compliance & Quality Assurance: Enforces company and regulatory standards, promotes best practices, and ensures safety and quality benchmarks are met.

Reporting & Communication: Maintains regular updates with leadership, clients, and stakeholders; chairs weekly progress meetings and distributes project status reports.

Regulatory & Public Interface: Engages with government agencies and participates in public meetings as needed in support of the project.


What Required Skills You'll Bring:

Bachelor's Degree Engineering , architecture or related technical/business field

15+ years of related work experience is required and

Previous project management experience on similar or related projects

Ability to meet Parsons’ project management certification requirements

Familiarity with the integration of engineering/technical aspects, as well as procurement and construction activities

Proven ability to perform in a management capacity

Excellent written and oral communications skills

Thorough knowledge of industry practices and regulations

Knowledge of current technology and how it can be effectively utilized on projects
