Job Description:

Senior Project Manager

Parsons is looking for an amazingly talented Senior Project Manager with experience of Design & Build contracts to join our team! In this role, you will lead the delivery team on complex mixed-use development construction projects within the Kingdom of Saudi Arabia, ensuring successful execution from design development and all construction phases to close out and handover.

A senior position and level which involves providing direction, leadership, excellent communication and project management skills for large-scale projects, programs and responsible for planning, programming, design coordination, scope, cost management, and overall implementation of the project to meet project goals, KPIs and objectives.

Plans and defines the project deliverables and programs and devises methods to accomplish them, develops in-depth knowledge of design process and flows, client objectives, contract terms, risks, and stakeholder requirements.

Senior Project Manager, responsible for overall leadership, design coordination and management of construction teams, projects, and programs, accountable for end-to-end delivery.

Having financial acumen, assists/develops budgets, cost schedules, and work plans for various elements of construction projects.

Monitors and ensures Contractor meets and fulfils project goals, design specifications, and contractual obligations – such as schedule and cost performance, construction management activities and methodologies, field construction sequences, operations and inspections, procedures, quality control and safety.

Supervises construction engineers (Arch, Civil, Elec, Mech) and administrative support staff.

Develop/manage the formulation of performance related data collection criteria, ensuring parameters are in place to monitor that the projects meet or exceed established KPIs, milestones and goals.

Provides project management guidance in interpretation of specifications, procedures, methods, schedule, and productivity. 

Develops a close working relationship with contractors.  Reviews problems with contractor to determine whether proposed remedies are adequate for resolution.

Receives initiates and routes all correspondence and submittals between Client, PMCM and Contractor.

Reviews shop drawings / as-built drawings, material submittals and technical or contractual clarifications submitted by contractor, and coordinates and routes for various Departmental or End User approvals.

Reviews and make recommendations, for approval, Contractor’s monthly invoices and progress reports.

Manages, initiates, routes for approval, and presents packages of Letter of Instruction, Claims and Change Order/Modification packages as needed.

Risk management and contractual compliance - Work with the key project individuals to devise and execute actions plans to rectify potential conflicts, coordination issues, delays, or to accommodate significant changes that impact finance, quality and scope of work.

Interface with all design teams, procurement, environment, safety, Finance & Budgeting, Project Controls, 3rd Parties, Network Operators, client teams, and any other stakeholders, to manage design process, projects, and programs.

Establishes program implementation requirements for all design and construction areas of the project and monitors the draft and final deliverables for adherence to contract requirements and criteria.

Continuously monitor and prepare and make presentations and reports to management on the progress of all project construction activities within the program, including significant milestones, and any conditions, which would impact project cost or schedule.

Formally initiate projects, prepare project charters, project management plans (including all of its subcomponents), lead on the design activities and processes to ensure on track with construction process, execution, monitoring and controlling of the project and close out process of projects and programs as required.

Contribute to the establishment of all Project and Program Documents and governance as required.

Contribute towards the continuous improvement of the wider Program and Construction Team.

Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.

Assist with long-term project planning and business plans.

Provide performance reviews and development plans for subordinates.

Promote technical and commercial excellence on the project through application of Quality Assurance processes.

Establish and chair meetings to review project status and progress action items.

Perform other responsibilities associated with this position as may be appropriate.

Experience and Qualifications

Experience required for the position and desirable academic background.

Bachelor’s degree or equivalent in Engineering, Science, Business, or a related subject.

A minimum of 15 years of experience working within the field of Construction Project Management with substantial experience on high value civil or infrastructure design and construction projects. Experience will cover contractor oversight, engineering, budgeting, planning, procurement, contracting and scheduling activities.

Experience in technical design integration as well as procurement and construction activities.

Ability to perform the major activities in the job description while demonstrating evidence of the following:

Past performance and growth within technical, fiscal, and management responsibilities within the engineering or project management field.

Superior initiative, judgement, and ability required to assume leadership of a complete largescale program and /or multiple concurrent projects.

Personal characteristics which will enhance the client relationship while remaining an ambassador for the company.

Professional Registration (PE or PMP) is a significant advantage.

Proven ability to perform within a senior management capacity.

In-depth and strong knowledge of industry practices and regulations.

Candidate to be knowledgeable of current and future emerging technologies and their utilization on projects.

Excellent verbal and written English language skills with the ability to communicate and present effectively to a varied audience.
