Job Description

AECOM is seeking a Senior Project Manager to join our team in Jersey City, NJ. This job can be completed remotely. 

JOB SUMMARY

This role is responsible for overseeing the full lifecycle of assigned projects from initiation through close-out ensuring they are delivered on time, within budget, and aligned with approved scope and quality standards. The Senior Project Manager will operate under the direction of the Director of Real Property and the Deputy Director of the Statewide Regional Branch, providing leadership, coordination, and strategic guidance to ensure project success.

JOB RESPONSIBILITIES

Ability to analyze situations and technical documents accuratelyLead the development of effective solutions and strategies for difficult technical and logistical problems related to functions of the Statewide Regional BranchCollaboratively engage with other Departments and staff to achieve desiredoutcomesSupport Deputy Director of the Statewide Regional Branch and Director of RealProperty and Utilities in special tasks, duties and reporting, especially those related to state and federal monitoring requirementsSupport the negotiation of complex agreements directly with stakeholdersProvide guidance on approach and strategy to Project Managers, and StaffResolve internal and external issues related to third parties and property ownersSupport the development of policies and procedures for the Statewide RegionalBranch, including the Right-of-Way Manual and Third Pary Management proceduresManage ad-hoc teams to solve problems on this highly complex mega-project, utilizing commercial principles and their applications and research methods.Understand all the interrelated aspects of the HSR Project, with multiple interrelated projects and functional areasPrepare technical correspondence and complete comprehensive reports; address an audience effectively; analyze situations accurately and adopt an effective course of action; and communicate effectively to demonstrate leadership, team-building, and collaboration skills, for meeting established project goals and objectivesAssist Contract Managers and Authority Stakeholders with contract and budget managementTraining internal stakeholders in policies and procedures for real property and third-party managementAssist in the development of procurement scopes of work, and contract development strategies

Qualifications

MINIMUM REQUIREMENTS

BA/BS + 8 Years of relevant experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS

Knowledge of and experience in high-speed railKnowledge of and experience negotiating with utilities, railroads, municipalities, counties, state agencies and other entities10+ years of project management experienceA Juris Doctorate Graduate Degree preferredThe ability to prepare technical correspondence and complete, comprehensive reports; address an audience effectively; analyze situations accurately and adopt an effective course of action; and communicate effectively to demonstrate leadership, team building, and collaboration skills, for meeting established project goals and objectivesKnowledge of the California State Contracting Manual, HSR Right-of-Way Manual,Design-Build Contracts, Federal Statutes, California State Statutes and Project Management TechniquesProficiency and knowledge of computer software applications such as Microsoft Excel, Word, Visio, Canva, and PowerPointThe ability to maintain good communication skills and working relationships with third party agencies, management, consultants, private sector contractors, subcontractors and their associationsStrong coordination skills, given the strong matrix organization assembled for the program delivery teamExcellent communication and negotiating skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies and individual citizensAbility to analyze situations and data accurately; lead the development of effective solutions and strategies for difficult technical and logistical problems related to securing agreements necessary for the programAbility to manage a diverse team in support of Branch activities
