This is a key position that supports the consistent delivery of individual projects within a programme of work. The role will initially focus on South Korea but may expand to cover the broader Asia-Pacific (APAC) region. The client is a global multinational company in the semiconductor industry, and JLL provides comprehensive end-to-end services for them. This role requires extensive interaction with client stakeholders in Korea and other APAC locations. The successful candidate will be responsible for governance, oversight, and implementation of programmes of work, with particular focus on pre-initiation activities including internal business case preparation, approval processes, and project pipeline management as well as project oversight during construction.
The programme scope includes a diverse range of projects that extend beyond traditional corporate interior and workplace projects. These projects include manufacturing and production facilities (cleanroom construction and upgrades, facility expansions), specialized research and development facilities, and mission-critical infrastructure.
Previous experience in the semiconductor industry or a related field is an essential requirement. The ideal candidate will have knowledge of relevant industry standards and terminology, familiarity with the challenges of handling hazardous materials, understanding of health and safety requirements in a heavily regulated environment, and awareness of extended project completion requirements including project validation and commissioning processes.
General Responsibilities
Serve as the primary point of contact for the client across the programme of work, providing accountability for all programme deliverables.Manage key stakeholder relationships and ensure effective communication across all client business units. Act as the single point of contact to provide clarity and accountability. Handle conflict resolution when necessary.Monitor compliance with the client's standard practices, processes, and templates for project management to reduce project risks and costs.Oversee collection and analysis of programme and project information to support decision-making. Maintain current and accurate reporting in all required JLL and client systems.Promote continuous quality monitoring and drive improvements across projects and documentation. Ensure Project Managers follow best practices and maintain quality control throughout all project phases.Programme Operations
Drive effective communication and coordination to ensure projects are completed on time, within scope, and within budget. Foster collaboration among project teams and stakeholders.Coordinate key activities and meetings to ensure smooth and efficient project execution.Collaborate with and oversee project teams and client stakeholders during each project phase. Track activities, manage budgets, identify and mitigate risks, maintain documentation, ensure quality standards, manage scope changes, and coordinate project closure.Guide project teams to deliver according to specifications, on schedule, and within budget while meeting required construction and data quality standards. Ensure all reporting is accurate, including project status and financial information.Attend meetings including senior leadership steering committees. Prepare meeting minutes, PowerPoint presentations, and reports showing programme progress, costs, schedules, and risks.Support project planning through initiation by preparing project budgets and helping define scope and schedules. Lead the client's business approval process by consolidating required documentation and reviewing before formal submission. Track and report approval progress.Maintain a current project pipeline for review with relevant client stakeholders. Proactively manage, track, and report status throughout the approval process.Implement project controls to ensure proper management of budgets, scope, schedules, risk, quality, and health and safety requirements.Proactively resolve delivery issues and escalate problems appropriately.Where instructed, support procurement activities for JLL or third-party vendors, including consultants, general contractors, and suppliers for long-lead items or framework agreement items.Review payment applications to ensure invoiced amounts align with delivered services.Ensure scope and budget changes are reported and managed according to client procedures.Ensure structured handover and closeout including documentation delivery to relevant stakeholders such as facilities management and finance teams. Ensure documentation meets client audit requirements.Advocate for and ensure compliance with health and safety best practices according to JLL and client policies.Support sustainability commitments for JLL and the client by driving implementation within projects.Project Governance
Oversee project team performance regarding risk management, ensuring risks are identified, mitigated, and escalated appropriately. Hold Project Managers accountable for risk mitigation and elimination.Manage vendor performance according to contractual frameworks, ensuring external vendors comply with contracts and deliver according to their defined scope.Oversee quality control processes to ensure work meets established standards. Conduct regular inspections and quality audits.Ensure Project Managers follow client requirements for project documentation and use correct templates and tools. Ensure proper organization of all project documentation, including contracts, permits, plans, and reports. Maintain version control and accessibility through client technology systems.Support creation and sharing of lessons learned and knowledge transfer across programme projects. Ensure project teams address and resolve any identified audit gaps.Interfaces

Personal attributes
Personal qualities: Self-motivated, collaborative, and enthusiastic with strong organizational and time-management skills. Strong analytical and problem-solving abilities with attention to detail and commitment to quality.Industry experience: Minimum 10+ years post-graduate experience in capital works and/or programmes within complex multinational client organizations. Experience delivering or overseeing multiple high-value projects ($25M+ USD capital spend).Relevant industry knowledge: Previous experience in semiconductor, advanced manufacturing, or related high-tech industries. Understanding of cleanroom environments, specialized manufacturing processes, and mission-critical facility requirements.Language proficiency: Fluent Korean and English (both written and spoken) to a professional technical standard. Ability to communicate complex technical concepts in both languages. Additional languages are advantageous.Technical skills: Strong digital literacy and experience using project management information systems to track and report project progress. Good understanding of industry principles and processes relevant to the role.Education: University degree in engineering, construction management, project management, or related field.Preferred Experience:
