Senior Program Manager – Business Operations

Job Summary:

The PPEU Senior Program Manager (Business Operations) is responsible for managing complex strategic projects and programs from initiation to successful completion. This role requires strong technical knowledge and awareness of European Banking regulations, extensive experience in program management, excellent leadership skills, and the ability to effectively communicate with stakeholders at all levels.You will lead the Business Operations Team and report to the Chief Operating Officer (COO) of the bank.

You will focus on managing projects that ensure the Bank’s compliance with applicable regulatory frameworks as prescribed by the Commission de Surveillance du Secteur Financier (CSSF), Banque Centrale du Luxembourg (BCL) and the European Central Bank (ECB). You will work closely with PPEU, Global colleagues and leadership to ensure delivery of large-scale strategic and regulatory change initiatives within the Bank. You will also be required to drive operational excellence across the Bank and foster a high-performing culture within the team.

Deliverables and key activities

Delivery of large-scale Regulatory Readiness Project

Take a leadership role in the implementation and execution of the dedicated project established to ensure compliance readiness with evolving regulatory standards.Continuously monitor and analyze changes or updates in applicable regulatory policies, guidelines and frameworks, proactively adjusting bank processes and controls to achieve compliance in a timely manner.Coordinate the preparation, validation, and submission of all core project deliverables, ensuring accuracy, completeness, and adherence to all deadlines.Act as the primary liaison between the bank and key external stakeholders, facilitating effective communication, addressing queries, and supporting the creation of thorough documentation and responsive follow-up.

Program Management

Develop detailed and strategic program plans for all PPEU major projects and initiatives, outlining clear objectives, deliverables, timelines, and resource requirements to guide project execution across the organization.Coordinate multiple workstreams that span across diverse departments and functions, promoting collaboration and alignment to meet program goals and regulatory expectations.Oversee and manage program budgets, allocate resources efficiently, and monitor expenditure to ensure programs are delivered within approved financial parameters.Track progress against established program milestones and deliverables, identifying any deviations promptly and implementing corrective actions to maintain project schedules.Attend and provide regular updates at relevant committees and forums including PPEU's Operations, Compliance and Risk Committee (OCRC).Proactively identify risks and issues that could impact program success, developing risk mitigation strategies and contingency plans to minimize potential disruptions.

Stakeholder Management

Facilitate clear, consistent, and effective communication channels between senior management teams and technical units, ensuring all parties are informed, engaged and aligned.Prepare comprehensive status reports and presentations tailored for senior leadership and other key stakeholders to provide insight into program progress, challenges, and next steps.Work alongside the Global Regulatory Relations (GRR), Government Relations (GR) and Regulatory Compliance teams to cultivate and manage strong working relationships with regulatory authorities, maintaining open lines of dialogue and fostering trust to support smooth regulatory interactions.Engage and collaborate with industry working groups and forums focused on relevant regulatory matters, sharing best practices, gaining insights, and contributing to collective industry knowledge and compliance efforts.

Technical Oversight

Ensure adequate knowledge and awareness of new product launches, expansion strategies and regulatory changes that might impact the bank.Provide oversight for the design, development, and implementation of relevant frameworks within the bank’s systems, ensuring technical solutions meet regulatory requirements and business needs.Drive initiatives aimed at improving processes, relevant governance practices, validation processes, and accuracy enhancements.Coordinate and manage necessary system changes, updates, and testing activities required to maintain and enhance compliance with regulatory requirements, ensuring seamless integration with existing IT infrastructure and minimal operational disruption.

Team Leadership & Management

Build, lead and mentor a high-performing team of professionals, ensuring clear objectives, development plans and performance management.Promote a culture of accountability, continuous improvement and regulatory excellence across the function.Foster collaboration across the Three Lines of Defence function to ensure alignment with business goals.Act as a senior leader in the Operations Team, contributing to broader leadership discussions and cross functional initiatives.

Minimum Qualifications:

12+ years of relevant experience in financial services, consultancy or banking, with at least 3-5 years in Program Management.Previous experience leading large-scale transformation programs in a regulated European Financial Institution subject to complex regulations and reporting requirements.Strong ability to manage cross-functional relationships, influence stakeholders at varying organizational levels, and foster collaboration across technical and business teams.

Technical Skills

Strong understanding of European Banking regulations.Strong analytical and problem-solving abilities.Excellent program management capabilities.Exceptional communication and stakeholder management skills.Ability to interpret regulatory requirements and translate them into operational changes.
