The ideal candidate will possess a deep understanding of econometrics, statistical modeling, and computational methods, and will be adept at applying these skills to complex, real-world problems. This role requires a strong background in mathematics and statistics, excellent programming skills, and the ability to communicate complex technical findings to both technical and non-technical audiences. This role will play a crucial part in supporting the state of Georgia’s education and workforce training initiatives by conducting in-depth research, analyzing complex data, and drafting clear and concise policy materials. Key Responsibilities: + Research, Analysis, and Modelling: Conduct comprehensive qualitative and quantitative research on various policy issues related to education nationally and within the state of Georgia. This includes literature reviews, data collection, statistical analysis, and case studies. Design, develop, and implement econometric models to analyze education trends and policy impacts. This includes time-series analysis, panel data analysis, and structural equation modeling. The candidate must be proficient in the theoretical underpinnings of these models, including assumptions, diagnostics, and interpretation of results. + Statistical Inference & Hypothesis Testing: Conduct rigorous statistical analysis to test hypotheses related to policy effectiveness. This involves designing and executing statistical tests (e.g., t-tests) with a thorough understanding of confidence intervals, p-values, and statistical significance. Apply modern data science techniques to large-scale datasets. + Mathematical & Statistical Software: Develop and maintain statistical code in languages such as R or Python. Use specialized software packages (e.g., SAS, Stata, MATLAB) for advanced statistical analysis and simulation. + Policy Briefing and Technical Communication: Prepare clear, concise, and well-researched policy briefs, memos, reports, and presentations for internal and external audiences, including policymakers, stakeholders, and the public. Prepare detailed technical reports and presentations that clearly explain the methodology, results, and policy implications of quantitative research. Communicate complex mathematical and statistical concepts to policymakers and other stakeholders with varying levels of technical expertise. Monitor relevant legislative and regulatory developments at the local, state, and/or federal levels. Track policy trends and provide regular updates to leadership. + Data Management, Visualization, and Presentation: Develop charts, graphs, and other visual aids to effectively communicate research findings and policy recommendations. Prepare materials and presentations for meetings with policymakers, educators, and other stakeholders. Maintain and organize research data, resources, and policy documents. Qualifications: + Education: Bachelor’s degree in economics, statistics, mathematics, physics, computer science, or a related quantitative field. Master's or PhD degree preferred. + Experience: Minimum of 3–5 years in a research or analytical role, preferably within government or an education-focused institution. Strong knowledge of education policy or workforce education and training programs is required, including familiarity with secondary, postsecondary, and federally funded workforce training initiatives. Experience with cross-agency coordination and collaboration is also preferred. + Technical Proficiency: Familiarity with a programming language is mandatory; Stata is preferred. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Experience with a data visualization tool (e.g., Tableau) is a plus. + Advanced Mathematical Knowledge: Multivariable calculus, linear algebra, and differential equations. + Expertise in statistical and probability theory: Estimation theory (e.g., MLE, method of moments), hypothesis testing, resampling methods (e.g., bootstrapping). Experience in machine learning algorithms (e.g., linear and logistic regression, decision trees, random forests, neural networks) is preferred; this would include model training and validation, and interpreting model output. Knowledge of probability distributions, random variables, limit theorems. + Data Analyzation: Experience working with large datasets. Strong analytical skills with the ability to collect, interpret, and synthesize complex information from various sources. Proficiency in research methodologies, including qualitative and quantitative research techniques. Attention to detail and commitment to accuracy. + Communication: Excellent written and verbal communication skills, with the ability to present complex information clearly and persuasively. Ability to work independently and as part of a team, manage multiple tasks, and meet deadlines in a fast-paced environment. High school diploma/GED with five (5) years of job-related experience in planning analysis, analyzing data, designing surveys, preparing and writing reports of findings or work related to the area of assignment; or two (2) years of experience required at the lower level Research Analyst 2 (EDP041) or position equivalent.
