Key accountabilities Job specific accountabilities Provide input for preparation of the budgets for capital projects and assist in the implementation of the approved budget and work plans to deliver project objectives. Investigate and highlight any significant variances to support effective performance and cost control. Review and prepare summary schedules for all new projects based on alternative execution strategies to facilitate management decision with regard to the most effective execution strategy. Develop project specific planning, progress measurement, progress reporting and other project control requirements and incorporate them into the respective tenders and agreements for various projects (Pre-FEED, FEED, PMC, EPC). Technical and resources evaluation Participate in the evaluation of the technical bids received from consultants and contractors (PMC, Pre-FEED, FEED, EPC) to ascertain compliance with the specified requirements, assess adequacy of the resource requirements, review relevant portions of the technical evaluation report, and finalize relevant portions of the agreement document subsequent to award. Review and analyse all submittals from Pre-FEED, FEED, PMC and EPC contractors and consultants during implementation stage relating to planning, scheduling, progress measurement, reporting, schedule risk analysis, productivity etc., taking into consideration the agreement requirements, project priorities, plant shutdown requirements, etc. Monitoring and controlling Review and endorse monthly progress claimed by the consultants and contractors for payment purposes. Monitor the reported progress and schedule status, identify areas of concern impacting the project completion schedule and advise the project managers on the proposed corrective actions. Ensure up-to-date databank for historical information. Review resource deployment by contractors and consultants for determining their adequacy for meeting the completion schedules based on the productivity rates and recommend enhancements where required. Evaluate variation requests and claims for extension of project schedules made by contractors and prepare appropriate recommendations to management for approval. Review periodically the schedule risk analysis along with the mitigation measures identified by the consultants and contractors and ensure timely implementation of all agreed mitigation measures. Coordinate with the project control managers of all project management consultants (PMCs) and FEED/EPC contractors to ensure adherence to the project control procedures and other requirements throughout the project duration to achieve successful project implementation. Generic accountabilities Policies, systems, processes and procedures Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering projects' activity so that all relevant procedural and legislative requirements are fulfilled while delivering a quality, cost-effective service. Continuous improvement Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of project and technical unit systems, processes and practices considering international best practice, improvement of business processes, cost reduction and productivity improvement. Communications and working relationships Internal PTS/PS/Project Control Manager Project Control Manager, B4 B4 Core IPMT - Project Control team B4 Package IPMT - Project Control team External Stakeholders external to the project, project contractors, consultants, advisors working on the B4 project. Licensors, EPC contractors, third party inspection agencies, vendors etc. Qualifications, experience, knowledge and skills Minimum qualification Bachelor's degree in engineering from a reputable and recognized university. Must have relevant years of project experience, working in the oil and gas industry with previous knowledge of preparing and implementing project plans, schedules and cost control. Minimum experience, knowledge and skills Must have relevant years' work experience. Must have relevant years experience in oil and gas with progressive professional experience in project control. Must have relevant years experience in a similar project control role in a relevant industry or sector and preferably in the oil and gas industry with wide and varied experience in various aspects of petrochemical projects. Professional certifications Preferred but not mandatory to have PMP, CCP. Technical competencies Project control (planning, scheduling, monitoring and control) skills. Full understanding of schedule, cost and risk analysis tools and techniques. Technical understanding and proficient knowledge related to oil and gas business. Planning and implementation skills. Detailed knowledge of principles, policies, procedures, and internal processes pertaining to project control transactions. Behavioural competencies

Work condition Physical effort

Sedentary job; regular working hours, during which the job holder is operating computer for most of the time.

Work environment Work in project site within the Ruwais offices for the majority of the time in an air-conditioned office environment. Frequently exposed to the prevailing site weather and hazards in Borouge site in Ruwais when attending Borouge 4 project site. As required, undertakes business trips to B4 project home offices at EPC contractor's office locations.
