Senior Planning Engineer
Position Title: Senior Planning Engineer

Qualifications: Bachelor’s Degree in Engineering or equivalent. PMP certification or similar professional credentials is preferred.
Experience Requirements: Minimum 15 years of proven experience in project planning within the Oil & Gas industry. At least 5 years of experience working with National Oil Companies (NOCs) or International Oil Companies (IOCs) is preferred. Strong background in project scheduling, progress monitoring, project controls, forecasting, trend analysis, risk management, variation/claims assessment, and progress validation. High proficiency in Primavera (P6) and MS Office. Knowledge of Primavera Risk Analysis and Power BI is an advantage. Previous experience working in the GCC region is desirable. Must possess excellent analytical, planning, and reporting skills.
Key Roles and Responsibilities: Project Planning & Lifecycle Management: Develop and maintain comprehensive Project Master Schedules for all phases and stage gates of the project—from initiation to close-out. Provide planning inputs to key project documents such as the Project Execution Plan (PEP), Risk Management Plan, Risk Register, and Change Management Plan. Plan and track project close-out activities and contribute to the Project Close-Out Report. Monitoring & Reporting: Lead project scheduling, monitoring, forecasting, and progress reporting on a weekly, monthly, quarterly, and annual basis. Maintain up-to-date project data in SAP Project Builder for corporate reporting and analytics. Early Warning & Intervention: Identify potential delays or issues early and suggest proactive measures to influence project outcomes positively. Engage regularly with project teams to ensure timely intervention and resolution of scheduling issues. Resource Planning: Maintain and update the Integrated Resource Planning System using Primavera, ensuring alignment with the master schedule for manpower and resource planning. Tendering & Bid Evaluation: Develop and integrate planning and scheduling requirements into tender documents, including progress measurement and reporting protocols. Contribute to the preparation of appendices covering scope, payment terms, milestones, and document review timelines. Act as a key member of the Technical Evaluation Team to assess planning submissions, schedules, man-hour estimates, and compliance with tender requirements. Contractor Planning Oversight: Review and endorse contractor planning submissions including execution schedules, recovery plans, and resource deployment strategies. Ensure the contractor’s progress tracking and reporting system aligns with project controls and contract requirements. Performance Monitoring: Conduct schedule variance and progress deviation analysis, verify contractor reports, and provide actionable feedback. Recommend corrective actions and assist in their implementation. Perform "what-if" scenarios and schedule risk analyses to anticipate project disruptions and propose mitigation strategies. Progress Measurement & Budgeting: Estimate monthly progress for all assigned contracts to calculate Value of Work Done for Service Entry Sheets (SES). Validate progress reports in coordination with stakeholders. Provide planning data for budget preparation, revisions, and variance analysis. Change & Claims Management: Evaluate Time Impact Assessments (TIAs) related to changes in scope or Extension of Time (EoT) claims using industry-standard methods. Support Change Impact Notes and Work Change Requests (WCRs) through thorough planning assessment. Process Improvement: Actively contribute to the development and continuous improvement of internal project planning procedures, workflows, and instructions.
