Position Overview

QinetiQ US is seeking a highly skilled Senior Operations Research Analyst (SORA) to support a federal law enforcement agency client. This role is critical in providing advanced analytical capabilities to support the agency leadership in decision-making, policy formulation, and strategic planning.
The SORA will be responsible for formulating and applying mathematical modeling and optimization methods to develop and interpret information that assists agency leadership with critical operational decisions. This position requires expertise in predictive analytics, data visualization, operations research, and strategic planning to support the Law Enforcement Lifecycle.

Responsibilities Predictive Analytics & ModelingLead development, maintenance, and enhancement of agency suite of Discrete Event Simulation (DES) models to capture all components of the Law Enforcement LifecycleProvide subject matter expertise in analytics and reporting requirements meetings with agency staff and stakeholdersIdentify gaps in agency decision support tool development and recommend improvements for data collection, quality enhancement, and forecasting methodologiesEvaluate and implement artificial intelligence, data visualization, and business intelligence platforms including Python, GitHub, Qlik, Tableau, ArcGIS, Databricks, and Palantir FoundryMaintain and improve agency-related geospatial capabilities and Logistics Optimization Decision Support ToolsPerform recurring model maintenance, support, and governance activitiesPrepare models for official DHS accreditation including comprehensive documentation of design, methodology, requirements, and decision-making processesData Visualization & EngineeringDesign and develop advanced visualizations using standard and non-standard datasetsBuild and maintain data pipelines ensuring smooth data flow from multiple sources to data warehousesPerform extract, transform, load (ETL) operations to prepare data for modeling and analysisImplement data quality reviews, cleaning, and validation processesIntegrate structured and unstructured data from disparate sourcesAnalyze data to identify patterns, insights, and trendsDesign scalable systems capable of handling large data volumesImplement security measures to protect sensitive data and ensure compliance with privacy regulationsStrategic Planning & AssessmentEvaluate and recommend logistics systems, processes, and tools for agency operationsSupport business process re-engineering and requirements gathering for electronic data capture systemsCreate user guides, standard operating procedures, and training materialsPerform change management activities to streamline adoption of new tools and processesSupport creation of process efficiencies within headquarters and field operationsAdvanced Research & StudiesConduct rapid deployment support for special projects including proof of concepts and prototypesPerform rigorous academic research and evidence building to support agency modernizationConduct issue investigation, root cause analysis, and best practice evaluationSupport new process development and implementationProvide change management support for field deployment of new technologiesProject Management SupportCoordinate regularly with Unit Chief and federal staff on project status and recommendationsManage contract staffing changes and onboarding processesMaintain coverage during standard business hours (9 AM - 5 PM EST) and provide emergency contact for high-priority weekend/holiday requestsCommunicate schedule changes and staffing updates in advanceAssist in the professional and technical development of fellow staff Required Qualifications Education & ExperienceBachelor's degree in Operations Research, Applied Mathematics, Statistics, Data Science, Industrial Engineering, or related quantitative fieldMinimum 10+ years of experience in operations research, predictive modeling, and data analyticsExperience with government contracts and federal agency support preferredExperience in law enforcement, immigration, or homeland security domains highly desirableTechnical SkillsProgramming & Analytics: Advanced proficiency in Python, R, SQL, and statistical analysisBusiness Intelligence Tools: Expertise with Tableau, Qlik, Power BI, or similar platformsDatabase Management: Experience with large-scale database systems and data warehousingModeling Software: Proficiency in discrete event simulation, optimization software, and mathematical modeling toolsGeographic Information Systems: Experience with ArcGIS or similar geospatial analysis toolsCloud Platforms: Familiarity with Databricks, AWS, Azure, or similar cloud-based analytics platformsVersion Control: Experience with GitHub or similar collaborative development platformsCore CompetenciesStrong mathematical and statistical modeling capabilitiesExpertise in machine learning and artificial intelligence applicationsAdvanced data visualization and storytelling abilitiesExperience with ETL processes and data pipeline developmentKnowledge of data governance and security best practicesUnderstanding of algorithmic bias mitigation techniquesProject management and stakeholder communication skillsSecurity RequirementsAbility to obtain and maintain appropriate federal security clearance.Background investigation required.Must be U.S. citizen.
