The Senior Operation Officer is responsible for the Operational needs for the Ukhia Office and overall IRC operations in Rohingya camps and host community under the direct supervision of Field Coordinator. This position will be in charge for all operation activities e.g. Administrative task, contact management, security management, liaison with concerned government authorities, and implementation of facility audit action points in Ukhia and Teknaf and Rohingya camps and to facilitate IRC’s access to operate.
Highlights of Key ResponsibilitiesAdministration: Manage all admin support staffs, outsource service provider staffs (cleaner, security guards and any casual volunteer/ labor)Manage any kind office administration tasks with proper coordination with relevant team and departmentsEnsure the maintenance of generators in the office and the health facilities and make sure the supply of fuel constantly to those generators in the center. Ensure the distribution of the supplies in the camps and the facilities are done as per the distribution plan from the programs, and maintain close coordination with the program team.Support in attending Coordination Meetings in the absence of the Field Coordinator and give updates on the meetings accordingly.Support in the searching of the land and land negotiations, premises when required in UkhiaSupport in the maintenance of the office and the utilities in the office and make sure water system, electricity and AC are fixed in case of problem.Responsible for tracking and recording all the assets and properties in Ukhia field office and document all the assets and their current locations.Responsible for facility audit with the support of the Security Officer and the program team.Ensure the Operation Officer and Office Assistants does the job according to the terms of references. Responsible for working on the office improvement plans for Ukhia office and make sure the office space meets the minimum standards. Support in the fleet management, in case the Fleet Manager is away and support in the general maintenance of the fleetsStaff Supervision and Development:Provide encouraging mentorship and supervision to direct reports. Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the regular check in, annual staff performance management system in operations departmentPromote an open, diverse and participatory work environmentLead with dedication, integrity, service and accountability to the “IRC Way” – Global Standards for Professional ConductDirectly manage cleaners, cooks, Operation Officer and Office Assistant Field Management Support:Assist Field Coordinator to maintain Ukhia field office control and efficiency.Support the Fleet Manager in fleet Management in Ukhia and Teknaf.Government compliance and Liaison/Representation and Coordination:Assist the Field Coordinator and Liaison Manager in establishing, developing, and sustaining a strong relationship with government counterparts to ensure timely approvals for IRC’s access to operate in both Rohingya camps and host community that enables smooth program delivery which is also aligned with GoB rules and regulations for INGOs in BangladeshStaff Safety and Security:Implement the facility audit action points of all IRC facility on regular interval and take necessary action considering staff safety, security and well-being
Minimum Qualifications:Experience (Including sector/industry)Minimum 4 years of experience in Logistic/Operation Experience of working with UN Agencies or Non-Governmental organizations Competencies: Knowledge, Skills & Ability Very good skills in MS Word, Excel, Outlook, Power pointExcellent interpersonal and team skillsDedications to humanitarian principles and valuesLanguage Preference:Strong communication skills in both written and spoken EnglishFamiliarity with Chitagonian language is preferable Specific Educational Qualification:Bachelor’s/ Master’s degree in Supply Chain/ Logistics/ Management/ Engineering
