Job Overview:  The International Rescue Committee (IRC), through its past and ongoing U.S. government-funded foreign assistance programs, has been supporting local government health offices in implementing critical health interventions, including lifesaving services and nutrition programs. As part of its current efforts, the IRC country program aims to strengthen child immunization coverage through a combination of outreach, static, and mobile service delivery strategies. Additionally, the program actively supports immunization campaigns and plays a key role in disease surveillance particularly Acute Flaccid Paralysis (AFP) by working closely with community volunteers, Health Extension Workers (HEWs), Woreda Health Offices, and Zonal Health Desks.

The Senior nutrition Officer (SNO), under the direct supervision of the health and nutrition manager, will be primarily responsible for organizing and leading implementation of the nutrition activities of the project at woreda level. The position holder will supervise 1 IYCF and 2 nutrition officers based at Mieso woreda. Major activities of the SNO include working with the project officers on nutrition-related activities both at community and health facility level, engaging in implementation of nutrition sensitive activities with especially focus on malnutrition prone areas, facilitation of different trainings and meetings. In addition, She/he is responsible for supervising, coordinating and guiding the team as well as demonstrate accurate planning, coordination, supervision and monitoring of project activities. 

The position holder will also be responsible in preparing and timely sharing daily, weekly and monthly activity plan, engage in preparation of budget spending, development of work plan. In addition, The SNO will also engage in different assessments and future business plan developments. He/she is also expected to prepare and share quality weekly, monthly, quarterly, annual and other reports up on request. She/he will also represent IRC at different health and nutrition meetings and workshops up on assignment.

Major Responsibilities:

The SNO, with direct support from health and nutrition manager, and together with field-based officers will be responsible to:

Ensure implementation of Nutrition related project activities through planning, implementing and supporting officers against grant work plan.Prepare weekly, monthly and quarterly activity plans, engage staffs and ensures its implementation.Support on quality implementation of GMP activities together with government health system.Ensure quality malnutrition treatment services are provided at SC and OTP settings and provide capacity building supports accordingly.Ensure community level activities including nutrition counseling, food cooking demonstration and mother to mother group nutrition discussion sessions are conducted regularly.Monitor and ensure necessary nutrition supplies are available at facility level and provide logistic and technical support to maintain stable balance of nutrition supplies.Conduct home to home visits to malnutrition affected hot spot areas, implement family MUAC intervention and provide necessary orientations to HDAs and community structures.Facilitate different nutrition related training, orientations, meetings and workshops at zonal, woreda or kebele level and share quality report with supervisor.Compile quality field activity reports (weekly, monthly, quarterly, and annual) and share to supervisor and other appropriate departments.Engage in business developments by assisting in collecting important data for drafting concept papers, proposals, and budgets for future responses by IRC Ethiopia as required.Work closely with supervisor in management of the grant budget and supervise budget expenditure monthly and report appropriately.Prepare Item Forecast for program supplies/activities and follow up for delivery of request supplies/activities.Maintain quality of project activities, good documentation and data keeping.Attend and represent IRC in relevant meetings organized by UN agencies, Government, donors, clusters and other NGOs. Prepare meeting notes as required and share with supervisor.Participate in different need assessments when assigned and submit quality reports.Adopt different IEC BCC materials and use them for SBCC activities.Mentor and coach the Nutrition Officers and IYCF Officer, health workers and health extension workers including provision of technical support and on job orientation.Supervise and support supervises as per the organization HR and other policy and procedures.Consistently and proactively supervise/assess the safety of the team; promptly reporting concerns or incidents to supervisor.Implement other nutrition sensitive activities including supporting family planning activities, EPI, Deworming, Vit. A supplementation and other activities together with woreda health office.Ensure mainstreaming of other nutrition sensitive activities including child protection, women protection, education and other activities by engaging concerned government and community structures.Perform any other assignments assigned by supervisor.Integration with IRC Livelihood (ERD) activitiesEngage with the IRC ERC team in the selection of hot spot areas for livelihood support which are related to nutrition sensitive agricultural support.Support ERD team in the follow up of households who received livelihood support and ensure appropriate/improved child feeding practices among these households. Provide continuous nutrition counseling and conduct continuous food cooking demonstrations to enable supported community to prepare and feed balanced diet to their children and PLW.Grants ManagementSupport the health and nutrition manager in review of grant progress, preparation of procurement and spending plans.Actively engage and provide necessary information for preparation of MoU, donor reports, government report and terminal reporting’s.Ensure compliance with policies, procedures, donor requirements, organizational policies in close consultation with Support the livelihood manager and Finance staff. Ensure the field payments are prescheduled, well organized and affected by our delay and support the woreda based team in smooth settling of any financial issues related to the program implementations.Actively participates in different project meetings including POM, PIM, Opening and closing workshops.Monitoring & EvaluationCompile and report project progress monthly, quarterly, biannual, and annual reports to the supervisor based on the schedule, request and need.Supervise and assess program activities to settle if monthly and quarterly indicators have been met.Provide technical support to evaluate the effectiveness of program implementation and recommend adjustments in goals, objectives, intervention strategies, and measurable outputs. timelines.Staff Management and Development: Supervise, manage, and provide regular technical advice to nutrition and IYCF officers to ensure quality and effective implementation, and the achievement of planned results. Foster a positive and inclusive work environment that promotes teamwork, collaboration, and continuous learning.Develop and implement staff capacity-building initiatives, performance management systems, and professional development opportunities to support the team's growth and enhance their contributions to the program's success.Coordination and Collaboration: Actively participate and share updates in coordination meetings at woreda and zonal level and share quality meeting reports to supervisor. Actively participates in formal coordination meetings like health and nutrition cluster meetings and share report.Ensure that local communities, target clients, government zonal, woreda and kebele line offices, local partners, civil society organizations (CSOs), and community-based organizations (CBOs) are closely engaged and adequately involved in the implementation and monitoring of project activitiesSafeguarding Responsibilities: Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC Health and Nutrition Department Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.#LI-DNI
Minimum Qualifications:Job Requirements: Educational Requirements: Diploma/ BSc/ MSc/ MPH or equivalent experience in Nursing, public Health, Human Nutrition or other equivalence fields.Minimum work experience of 5 years for Diploma, 2 years for BSc and 1 year for MSc/MPH. Preferred Skills and Attributes:Work experience in Nutrition, especially in CMAM, IMAM and TSF programs, is an asset.Experience in staff supervision, excellent interpersonal and communication skills.Strong organizational and time-management skills; proven track record to prioritize and deliver on time.Strong skill in critical analysis, and multi-tasking.Excellent in working both independently and in a dynamic, cross-functional team structure.Demonstrated ability to work effectively with partners.The ability to lead and work through change in a proactive and positive manner.Excellent computer skill including internet browsing and Ms-office windows application including Ms. Word, Excel, Power point, outlook and Access.Proven behavior of professional and personal ethics, clarity, and willingness.Excellent supervisory/managerial skills with strong inter-personal skills.Good technical and report writing skills with digital literacy and knowledge.Self-motivated, honest, highly responsible, punctual and transparent.Proficiency in handling pressure in remote locations and a deep understanding of the cultural nuances specific to the local area.Language Skills:Proficient spoken and written English and Knowledge of local language is advantageous. Certificates or Licenses:Having ToT certificates on trainings like IYCF-E, CMAM, IMAM, AMIYCN and other nutrition related trainings is advantageous.
