About this Role
The Sr. Manager of Transportation and Safety Operations is a strategic leadership role responsible for building and managing three interconnected programs: DOT compliance and driver qualification, safety training aligned with the Quanta Capacity Model, and fleet operations management. This position reports to the Vice President and serves as the primary subject matter expert across all three disciplines, working closely with operations, field leadership, and Company leadership to ensure program quality, regulatory compliance, and continuous improvement.
This is a senior-level role. The right candidate brings a track record of building DOT and safety programs from the ground up, leading cross-functional teams, and integrating compliance practices directly into field operations.
What You'll Do
DOT Compliance & Program Management
+ Own all aspects of DOT regulatory compliance, including FMCSA, PHMSA, HazMat, and IFTA requirements
+ Manage driver qualification (DQ) files, violations, inspection records, and DOT numbers
+ Administer and manage the DOT Drug and Alcohol testing program, including reporting and DER responsibilities
+ File and report IFTA and Form 2290 in accordance with federal requirements
+ Audit driver files and vehicle maintenance records on a recurring basis
+ Develop, update, and implement driver requirements in line with current DOT regulations
+ Build and maintain DOT training guides, protocols, and onboarding procedures for drivers and dispatchers
+ Develop and enforce DOT policies and procedures across all operating divisions
+ Perform analysis and trending of DOT metrics to proactively monitor and report on performance
Safety Training & Quanta Capacity Model Alignment
+ Plan and implement safety policies and procedures in compliance with OSHA, DOT, and applicable federal, state, and local regulations
+ Align company safety training programs with Quanta Services' Capacity Model and corporate HSE/EHS initiatives
+ Conduct periodic job site inspections and workplace evaluations to identify and effectively control high-energy hazards
+ Perform analysis and trending of safety metrics to proactively monitor and report on safety performance
+ Lead post-incident investigations and prepare written findings with corrective action recommendations
+ Develop and deliver training programs, course materials, and visual aids to address identified training gaps
+ Evaluate and coach Safety and Training Advisors; provide performance feedback and professional development support
+ Maintain working relationships with employees, supervisory personnel, state and local officials, and subcontractors
+ Support sensitive and critical projects requiring elevated safety oversight
Fleet Operations Management
+ Oversee daily fleet operations and ensure the fleet meets company objectives for reliability, safety, and cost efficiency
+ Work with Company fleet managers to coordinate equipment repairs, maintenance scheduling, and vehicle servicing records
+ Analyze trends and implement corrective actions and continuous improvement practices across fleet operations
+ Maintain detailed records of vehicle inspections, servicing, and equipment lifecycle status
+ Apply general budget knowledge to fleet planning, procurement decisions, and operational cost management
+ Formulate and execute strategies to improve fleet performance, productivity, and resource allocation
+ Integrate Lytx coaching with field front line leader skill sets in a train-the-trainer capacity
What You'll Bring
Knowledge & Expertise
+ Expert-level knowledge of FMCSA, DOT Drug and Alcohol, PHMSA, and HazMat regulations
+ Strong working knowledge of IFTA, Form 2290, and driver qualification requirements
+ Solid understanding of OSHA, and applicable state and local safety regulations
+ Knowledge of fleet and mechanical management practices within a transportation or field services environment
+ Familiarity with environmental rules and regulations as they apply to field operations
+ Experience with utility construction, electric power, or oil and gas industry experience is strongly preferred
Skills & Competencies
+ Excellent organizational and planning skills with strong attention to detail
+ Clear written and verbal communication skills; ability to produce written reports, policies, and training materials
+ Strong interpersonal skills with the ability to lead, mentor, and develop direct reports and cross-functional teams
+ Ability to operate in a fast-paced, multi-priority environment across multiple service lines and geographies
+ Demonstrated discretion when handling sensitive compliance and personnel matters
+ Proficient in Microsoft Office (Outlook, Word, Excel) and Adobe Acrobat
+ General budget awareness and ability to contribute to financial planning discussions
EDUCATION & EXPERIENCE
Required
+ High School Diploma or equivalent
+ Minimum 5 years of combined experience across DOT compliance, safety management, and fleet operations
+ Demonstrated experience managing DOT programs, including drug and alcohol testing administration
+ Supervisory experience with direct reports across multiple functional areas
Preferred
+ Certifications in Safety Management, Safety Engineering, Industrial Hygiene, Occupational Health and Safety, Environmental Sciences, or Engineering
+ AA Degree in Automotive Technology or equivalent fleet management education
+ Experience in utility construction, electric power, or a similar field services industry
+ 10+ years of combined relevant experience

+ Certified Utility Safety Professional (C.U.S.P.)

PHYSICAL DEMANDS & WORKING CONDITIONS
This role is primarily office-based with regular field travel. Physical requirements include:
