Job Purpose
The Senior Manager – Integrated Technical Programme will play a pivotal leadership role in driving the strategic direction, quality assurance, and innovation of the organization’s technical programming across key sectors—Health, Nutrition & WASH, Education, and Child Protection. As a member of the extended leadership team, this position is responsible for leading a multidisciplinary technical team, ensuring that programme design and implementation are evidence-based, contextually relevant, and aligned with both organizational priorities and global standards.
This role serves as a bridge between technical excellence and strategic influence, supporting the Grant Acquisition team in developing competitive proposals and engaging externally to position the organization as a thought leader in child-focused development and humanitarian programming. The Senior Manager will foster collaboration across departments, build technical capacity, and ensure that learning and evidence are systematically captured and used to inform programming and advocacy.
Key Deliverable:
Develop and implement a cohesive technical strategy that aligns with the organization’s mission, country strategy, and global frameworks.
Provide visionary leadership to thematic leads, ensuring synergy across sectors and promoting integrated programming approaches.
Represent the technical team in strategic planning processes and leadership forums, contributing to organizational decision-making.
Ensure technical strategies are responsive to emerging trends, contextual shifts, and donor priorities.
Lead the development and periodic review of sectoral frameworks, guidance documents, and strategic plans.
Establish and monitor quality benchmarks and standards for programme design and implementation across all technical sectors.
Promote innovation by encouraging the adoption of new models, technologies, and approaches that enhance impact and efficiency.
Facilitate technical reviews, learning sessions, and peer exchanges to foster a culture of continuous improvement.
Collaborate with the Grant Acquisition team to design technically sound, competitive proposals that meet donor expectations and organizational standards.
Represent the organization in national and international technical working groups, networks, and forums to influence policy and practice.
Build strategic partnerships with government agencies, UN bodies, INGOs, academic institutions, and private sector actors.
Conduct regular performance reviews, coaching sessions, and professional development planning for team members.
Identify capacity gaps and facilitate training, mentoring, and knowledge-sharing initiatives.
Key Responsibilities:
1. Strategic Leadership and Technical Oversight:
Provide strategic direction and leadership to thematic leads (Health, Nutrition & WASH; Education; Child Protection and GEDSI).
Ensure alignment of technical strategies with organizational priorities and global standards.
Promote integrated programming and cross-sectoral collaboration.
Lead the development and periodic review of technical frameworks and guidance.
Represent the technical team in extended leadership forums and strategic planning processes.
2. Programme Quality and Innovation:
Oversee the development and rollout of quality benchmarks and standards across all technical sectors.
Support thematic leads in designing innovative, evidence-based interventions.
Facilitate technical reviews and learning sessions to promote continuous improvement.
Ensure technical inputs are embedded in programme design, implementation, and monitoring.
Promote adaptive programming based on contextual analysis and feedback loops.
3. Grant Acquisition and Proposal Development:
Collaborate with the Resource Development team to develop competitive, technically sound proposals.
Lead technical design workshops and contribute to concept notes and full proposals.
Ensure donor requirements and technical standards are met in all submissions.
Build capacity of technical staff in proposal writing and donor engagement.
Review and approve technical sections of proposals before submission.
4. External Engagement and Brand Influence:
Represent the organization in technical working groups, networks, and forums.
Build strategic partnerships with government, UN agencies, INGOs, and academia.
Lead the development of technical briefs, position papers, and publications.
Support media and communications teams with technical content for visibility.
Advocate for policy change and influence sectoral priorities through evidence and dialogue.
5. Monitoring, Evaluation, and Learning (MEAL) Integration:
Collaborate with MEAL team to ensure robust monitoring systems for technical programmes.
Promote use of data and evidence for decision-making and programme adaptation.
Support thematic leads in developing indicators and tools for outcome measurement.
Facilitate documentation of lessons learned and best practices.
Contribute to organizational learning agenda and knowledge management systems.
Team Management and Capacity Building:
Provide direct line management to thematic leads and foster a collaborative team culture.

Required Education, training, license, registration, and/or Certification:
The ideal candidate for the Senior Manager – Technical Programme position should possess a Master’s degree or higher in a relevant field such as Public Health, Education, Nutrition, WASH, Child Protection, Development Studies, or Social Sciences.
A multidisciplinary academic background is highly desirable, especially one that combines technical expertise with strategic leadership and programme management. In addition to formal education, the candidate should have completed specialized training in project and programme management (e.g., PMD Pro), sector-specific standards, and monitoring and evaluation methodologies. Proficiency in proposal development, donor engagement, and strategic communication is essential.
Training in leadership development, safeguarding, and diversity, equity, and inclusion (DEI) will further strengthen the candidate’s ability to lead a high-performing technical team and influence external stakeholders effectively.
Required Professional Experience:
The ideal candidate should bring at least 10 years of progressively responsible experience in leading technical programmes within the development or humanitarian sector, with a strong background in one or more of the core thematic areas—Health, Nutrition & WASH, Education, or Child Protection.
Experience in strategic leadership, programme design, and quality assurance is essential, along with a proven track record of managing multidisciplinary teams and working across departments. The candidate should have substantial experience in grant acquisition, including developing proposals for major institutional donors such as UNICEF, GAC, ECHO, FCDO, Australian Assistance and the EU.
Demonstrated ability to engage in external representation, influence policy, and build strategic partnerships is critical. Experience in monitoring, evaluation, and learning (MEAL) integration, adaptive programming, and evidence-based decision-making will be highly valued. Prior involvement in organizational leadership forums and contribution to strategic planning processes will be considered a strong asset.
Required Language(s):
The position requires strong proficiency in English, both written and spoken, as it is the primary language for internal communication, donor engagement, proposal development, and external representation. The candidate must be able to articulate complex technical concepts clearly and persuasively in reports, presentations, and strategic dialogues. Proficiency in Bangla is highly desirable for effective collaboration with local stakeholders, government counterparts, and community-level engagement. Additional language skills relevant to the operational context or donor landscape may be considered an asset.
Required travel and/or work environment accommodations:
This position is based at the National Office in Dhaka, with an expectation of up to 20% travel to project areas across the country.
Preferred Experience, Knowledge and/or other Qualifications:
The preferred candidate should demonstrate a deep understanding of child-focused development and humanitarian programming, with practical experience in designing and managing multi-sectoral interventions. Familiarity with global standards and frameworks such as the Sustainable Development Goals (SDGs), Sphere Standards, and Child Protection Minimum Standards (CPMS) is highly desirable. Experience working in complex, multi-stakeholder environments—including partnerships with government, UN agencies, INGOs, and donors—is a strong asset. The candidate should possess excellent analytical, communication, and leadership skills, with the ability to influence policy and practice through evidence and strategic engagement. A strong commitment to safeguarding, gender equality, and inclusion is essential, along with the ability to work effectively in culturally diverse teams and high-pressure environments. Proficiency in digital tools for programme design, data analysis, and remote collaboration will be an added advantage.
