A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large – including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation. Description of Job POSITION NOTE:This posting is open only to individuals on a promotional list of the listed department. The Senior Manager, Strategy and Special Projects will lead key initiatives within OEDIT’s Business Support Division. This role will oversee strategic and fundraising efforts in the division, coordinate office and division level collaboration, and oversee special projects as assigned. Additionally, this position will manage all Cannabis Business Office (CBO) programs, lead fundraising efforts for the Small Business Development Centers (SBDC), and serve as the division's ADA Coordinator. The Senior Manager, Strategy and Special Projects reports to the Director of Business Support and serves as a member of the division’s leadership team. KEY DUTIES AND RESPONSIBILITIES + Strategic initiatives and special projects + Lead division wide efforts on strategic developments + Support collaboration and coordination across the four major programs within the Business Support Division + Advance unique agency wide initiatives focused on community outreach and engagement + Oversee Cannabis Business Office + Manage ongoing Cannabis Business Loan Fund + Create and track the Marijuana Entrepreneurship Fund budget + Draft and implement procurement requests and contract scopes of work in collaboration with the procurement team + Oversee ongoing contracts and purchase orders for the Cannabis Business grant program, including monitoring reporting and payment initiations + Build a long term sustainable strategy to ensure continuous support for justice-impacted entrepreneurs + Support legislative processes in collaboration with the legislative team + SBDC support + Collaborate with SBDC team to initiate innovative fundraising methods + ADA Coordinator + Provide education and resources to Business Support team members on how to ensure their programs are accessible + Act as the primary point of contact for all Business Support accommodation requests from external parties + Procure any reasonable accommodations for division and office level programs and events + Ensure all division programs, services and activities are accessible to and usable by people with disabilities by conducting regular self-evaluations to remain Title II compliant + Collaborate with the OEDIT ADA Coordinator and Statewide Equity Office ADA team COMPETENCIES + Strategic Planning : Identifies and analyzes organizational opportunities; frames strategic questions; makes decisions and deploys resources in alignment with strategic priorities. + Community Engagement : Connects with, involves, and collaborates with community members to achieve shared goals. + Leadership : Builds team morale and communicates a compelling vision. + Communication : Is understood and understands others; clearly articulates key points when writing and speaking; actively listens. + Results Driven : Sets and meets aggressive goals with urgency and quality. + Project Management : Oversees multiple programs and initiatives with strong planning and execution. + Problem Solving : Applies logic and critical thinking to find solutions. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights REQUIRED KNOWLEDGE, SKILLS & ABILITIES + Expertise and knowledge in long-range and strategic planning, fundraising strategies, community and economic development, program development and management + Strong independent work ethic and initiative + Excellent communication and relationship-building skills + Familiarity with state and local government structures + Understanding of Colorado’s small businesses ecosystem EDUCATION AND EXPERIENCE + Bachelor’s degree in Business Administration, Political Science, Economics, Finance or other relevant fields of study + 5+ years experience in strategy development and program management + Experience in a public- or client-facing role strongly preferred + Proficiency in Salesforce Supplemental Information Salary Range: $85,000 - $95,000 Annually This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated. A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
