The **Senior** **Program Engineering Manager** will join our **Landing Systems Carbon Engineering** team and will manage the **Spokane Program Engineering Department** . In this role, you are the primary technical liaison between the Spokane site and Troy for all technically related production and qualification issues. You will plan, organize, direct and control all departmental operations and personnel while meeting department safety, quality, on-time delivery, export, financial, and continuous improvement goals. You are expected to drive group accountability with high expectations for OTD. Primary customers (beyond Carbon Engineering) include Carbon Operations, Troy Sustaining Engineering, Troy Project Engineering and Troy Program Management
The **Senior** **Program Engineering Manager** requires strong working relationships within Engineering, Operations and Quality in Spokane, WA as well as the other Carbon Associate Manufacturing Facilities (AMFs) in Pueblo, CO and Santa Fe Springs, CA, the LA Service Center and the various RTX R&D Centers and the Landing Systems Division HQ in Troy, OH. This includes final accountability for customer and regulatory requirements.
The **Senior Program Engineering Manager** is responsible for the overall product integrity of the Spokane AMF production brake programs and for managing all aspects of the Program Engineering Department to include managing all technical activities related to existing carbon brake production and refurbishment programs, product/process investigations, ECNs, MRB support, day-to-day manufacturing support needs, NPI programs and the qualification of new technology into production.
**What You Will Do:**
+ Manage the production specification and approval processes for legacy programs, new technology and NPI qualifications from raw material to end of life ensuring product health & integrity
+ Maintain proactive process and product oversight to ensure that planned or unplanned process shifts do not negatively impact product performance or acceptance.
+ Oversee and conduct process-performance health updates, data mining, statistical analysis and product/process investigations.
+ Support and drive key SCM and operational initiatives.
+ Model a high level of compliance expectations (export, ethics, EH&S), mentor and develop department employees, and build a strong succession plan.
+ Maintain a high level of OTD, drive for results and self-accountability within the group, while maintaining a people-centric culture.
+ Perform administrative, project management and presentation tasks.
+ Play a critical role in Macro Planning, Policy Deployment, and CORE implementation strategies within the program.
+ You will deal with high levels of complex, technical ambiguity associated with tribological applications and the fortitude to forge new paths of fundamental understanding.
+ Travel: <10%; predominantly domestic travel.
**Qualifications You Must Have:**
+ Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience **or** an Advanced Degree in a related field and minimum 7 years of experience
+ Minimum three (3) years of Engineering departmental supervision experience
**Qualifications We Prefer:**
+ Advanced degree, preferably in above engineering degrees.
+ Aerospace Industry experience, or other highly regulated industries.
+ Prior experience managing multiple aspects of a program/project, i.e. developing program plans, schedules, budgets, contract negotiations, and managing vendors.
+ Experience leading & managing a team of professionals.
+ Continuous improvement experience
+ SAP/MRP/MES transactional experience highly desired.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
