Senior Manager, Organics Engineering (Houston Preferred)

Job Summary** This is a project management position involving the development, design and delivery of organics recycling and processing facilities to manage multiple organic material types including liquid and solid food wastes, and wastewater sludges/biosolids, using a variety of processing technologies. This position requires experience in facility and process design and construction using either traditional (design-bid-build) or alternative delivery methods in the wastewater, chemical processing, or other similar environmental and/or engineering fields. You will be directly responsible for managing the design and construction of capital projects for the WM Corporate Organics team working with local area teams. The ideal candidate will possess superior problem solving and management skills that will be applied to a diverse portfolio of technical projects. **II. Essential Duties and Responsibilities** _Project Design:_ Assist WM Development Team to develop conceptual & detailed engineering documents for each level of project development. Align internal stakeholders to determine project requirements and design basis. Develop design documents including mass balance, process flow, P&ID, general arrangement drawings and control narratives. Manage consultants and vendors to support the design process. Use CAD and similar software to create detailed 3D models of mechanical parts and systems. _Project Management_ : Support or lead discrete projects in collaboration with business and project development teams. Follow best practices to manage the design and development process, including the development of 10%, 30% and 70%+ design documents with associated project milestones, schedules and cost estimates associated with project definition. Support bid solicitation and contracting with consultants, vendors and contractors. Continually assess progress toward interim and final project goals, providing management regular updates. _Compliance With Codes & Standards_ : Understand and interpret local, state and industry standards and codes, such as ASME, ISO and related electrical controls and classifications to ensure that designs and equipment comply with safety and quality requirements. Ensure all designs and operations are compliant with governing codes and regulations. _Estimation and Forecasting:_ Develop initial capital cost estimates for WM and work with engineering construction, and vendor partners to update detailed construction estimates at various stages of project development, from conceptual to issuance for construction. Solicit proposals for various equipment and trades to build accurate cost estimates and areas of risk. Synthesize information from vendors, contractors and others to ensure coverage of entire project scope. Lead project spend forecasting from design through procurement and construction working with the WM accounting and finance teams. _Permitting:_ Determine environmental regulations and required permits related to a specific project, and work with regulatory agencies to ensure detailed and timely submittals. Lead responsibility to develop, write and submit local, state and federal permit applications, including coordination of consultants and internal resources. Maintain excellent relationship with regulators and government officials. _Procurement_ : Assist in vendor selection for WM with engineering and construction/alternative delivery teams and WM Development Team. Lead process equipment vendor contract and price negotiations and coordination of the submittal, fabrication, delivery and startup and commissioning phases for WM purchased equipment. _Construction Management:_ Lead or support responsibility for projects typically ranging from $1M to $50 M. This will involve procurement, schedule, management of contractors, recurring project meetings, field inspections and approval of payments and change orders. Manage and track spend for assigned efforts, providing regular updates to management. _Communication:_ You should be able to communicate technical information clearly and effectively, both verbally and in writing, to team members, vendors, clients, regulators and other stakeholders. This will involve the creation of both detailed and summary documents and the delivery of oral and written presentations, internal and external. _Team Collaboration:_ You should be able to work effectively as part of a team, collaborating with other WM team members, outside consultants, engineers, vendors and contractors to develop and refine project designs, estimates, implementation plans and construction efforts. Provide feedback on areas for improvement and approach to make those improvements reality. _Organizational:_ Prioritize tasks to meet deadlines and achieve project goals. Adhere to electronic filing and recordkeeping standards needed for a shared work environment. Seek outside training and share updates on new technologies, technique and industry developments to retain our leadership in our field. Complete required training in a timely manner to ensure you are operating in full compliance with WM standards. **III. Qualifications** The requirements listed below are representative of the qualifications necessary to perform the job. Must live and Work in the US A. Education and Experience + Education: Bachelors Degree (accredited) in Engineering (Chemical, Mechanical, or Environmental Preferred) + Experience: Five (5) years of related experience (recycling, wastewater, energy) with engineering design and construction work with 5-10 years’ experience preferred. (in addition to education requirements). + Experience in developing engineering documentation (such as layouts, P&IDs and PFDs), knowledge of the design process and all disciplines required for a construction document set + Familiarity North American engineering codes and standards as applied to environmental field + Proficient in MS Suite and MS Project for scheduling, Procore document and construction management software, SharePoint + Strong project management skills, focusing on communication, running meetings, task organization, stakeholder management, managing complex schedules and meeting deadlines, creating and managing project budgets, risk assessment, contract negotiation, and quality assurance. B. Certificates, Licenses, Registrations or Other Requirements + None required. PE preferred. **Supervisory Responsibilities** No direct reports as part of this position, although you will be responsible to manage various subcontractors and vendors as part of the project development process. + Must be able to function as the team lead on various projects is inherent to the position. **IV. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location. In addition, this position is eligible for an incentive bonus bonus. **V.
