Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for a Senior Librarian position in the New York State Library’s Talking Book and Braille Library (TBBL). The NYS Talking Book and Braille Library serves as the public library for residents of New York’s 55 upstate counties, who are unable to use standard print materials due to a reading, visual, or physical disability. Under the direction of the Associate Librarian, the position is responsible for overseeing the Circulation Department of a large, diverse, and geographically dispersed population who receive library service. This position manages reference requests, circulation of materials, and the integration of adaptive technology trends. This successful candidate will have the opportunity to employ creative outreach strategies to increase enrollment across the state. They will also launch and manage the new audio recording studio to make audio recordings of reading material available to Talking Book and Braille Library patrons. Duties of this position include, but are not limited to, the following:• Launch and manage the new digital audio recording studio production, and conversion of digital audio files, volunteers, hardware, software, and recording standards.• Launch and manage large type, audio, and Braille production programs. • Identify and implement strategies to enhance statewide services, through marketing, communications, outreach, and stakeholder development.• Prepare annual and bi-annual NLS reports, maintain statistics and other reports as requested by library administration. • Serve on the administrative team of the library’s automation system, Keystone Library Automation System (KLAS)• Oversee Public Services in the absence of the librarian in charge of Public Services,• Participates in relevant training including Braille and Audio Reading Download (BARD) training, services and administration, digital download, duplication on demand, and other related services. • Train, supervise, and evaluate support staff who provide and maintain the circulation of digital audio books, machines, accessories, and Braille books to patrons and institutions.• Provide excellent customer service and technical support via telephone and email to resolve patron technical issues. Develop, review, update policies, and maintain current documentation. • Coordinate the work of clerical staff assigned to database maintenance projects. • Performs complex problem resolution activities related to the editing of online records and the processing of materials to make bibliographic information clear and accessible to patrons.• Work with the National Library Service for the Blind and Print Disabled (NLSBPD) to reach, maintain and exceed service standards. • Perform other tasks as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• For Librarian 1: have a master’s degree from a program accredited by the American Library Association• For Librarian 2: A master’s degree from a program accredited by the American Library Association and one year of full-time post-degree professional librarian experience.• For Senior Librarian: A master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Librarian.Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.Section 70.1 Transfer to Senior Librarian: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Senior Librarian (Law), Senior Librarian (Reference), or Senior Librarian (Technical Processes). 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications: • For Librarian 1: have a master’s degree from a program accredited by the American Library Association• For Librarian 2: A master’s degree from a program accredited by the American Library Association and one year of full-time post-degree professional librarian experience.• For Senior Librarian: A master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience.Provisional Appointment to Librarian 1: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree from a program accredited by the American Library Association. Provisional candidates must take the examination for Librarian 1 when it is next offered, and must be reachable on the resulting eligible list to maintain employment. Provisional Appointment to Senior Librarian: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience. PREFERRED QUALIFICATIONS: Preference may be given to candidates who have previous experience serving diverse communities.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent competitive appointment, contingent permanent noncompetitive appointment, or a temporary provisional appointment. At this time, agencies may recruit and hire employees by making temporary appointments. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
