JobOverview/Summary:

TheIP Senior Case Management Officer (SCMO) plays a critical role in ensuring thedelivery of high-quality, holistic case management and psychosocial supportservices across the IRC’s protection response. This includes supportingvulnerable women, girls, boys, men, the elderly, and individuals at heightenedrisk, including survivors of gender-based violence, child protection concerns,and general protection risks. The SCMO contributes to the design andimplementation of safe, survivor-centered, and age-appropriate servicesdelivered through Women and Girls’ Community Centers (WGCCs), Safe Healing andLearning Spaces (SHLSs), and community-based interventions, both directly byIRC and in collaboration with implementing partners.

1. TechnicalQuality and Supervision:

Identify and register cases of people at harm or at risk of being harmed, through different outreach gateways (field visits, CM hotline, referrals from partners, NGOs IRC teams, community and volunteers’ networks, and referrals from UN agencies).Provide technical support and on the job coaching to caseworkers for both IRC and partners staff during the different steps of the case management (identification and registration, comprehensive assessment, case plan development, implementation of the case plan, follow up and review, and case closure).Systematically review case files to ensure accuracy, completeness and compliance with CP, GBV and protection interagency guidelines and the Lebanon National Sop’s.Support in conducting case conferencing for difficult or complicated cases and proffer adequate solutions.Supervise the use of CPIMS and GBVIMS systems and conduct regular case audits.Monitor and ensure that all the soft and hard files related to the cases are stored and protected by the case workers in accordance with IRC’s data protection protocol.Review the reports drafted by caseworkers to the juvenile judge, resettlement referrals, Best Interest Assessment and Best Interest Determinations reports, case conferences, and case management emergency cash requests, prior to submission of these reports to the relevant parties.Set capacity building plans for the CM team based on the needs identified, and plan staff care activities to support the staff wellbeing.Provide technical support to caseworkers and PSS assistants to integrate appropriate psychosocial strategies into their activities in coordination with the IP Senior Officer.Update and maintain referral lists and contacts for relevant organizations in the work area; for CP, GBV and Protection.In collaboration with the IP Manager, draft emergency response and contingency plans to adapt to rapid changes in the work area.Organize and facilitate regular case management and Focused PSS review sessions with other case workers.Ensure that caseworkers keep on professional boundaries and distancing when dealing with the cases.Provide technical support in PSEA sessions for staff.Coordinate and review the ECA and RCA referrals with the case workers for IRC direct implementation and partners and the RCA committee.Provie learning sessions to the integrated team in the Bekaa when needed.Follow up with the case workers to update the hotline tracking sheet for CP, WPE and PRoL.

2. Activity Planning &Implementation:

Develop work plans to achieve targets and follow up on the implementation.In collaboration with team members, identify the most vulnerable locations to implement the program activities.Ensure a proper introduction to case management is conducted.Participate in every implementation plan facilitated for every new location, to ensure that vulnerabilities criteria are taken into consideration and that the introduction of case management is adequately happening.

3. Monitoring& Reporting:

Support the maintenance of the IRC’s case management system and the GBV and CP Information Management System.Act as GBVIMS and CPIMS focal point in the field location.Complete the case management supervision tool jointly with case workers on a quarterly basis.Participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality case management, and reporting requirements are followed.Fill the client satisfaction survey in a monthly basis and report back to M&E.Fill the environment protective survey and FGD end of cycle whenever is needed in a community and asked by the IP senior officer and manager.Fill the client tracking sheet on a monthly basis and keep it updated by the case workers input.Actively participate in regular case management meetings coordinated by the IP Manager.Ensure constant communication with the IP Manager and the CP/WPE and Protection technical managers (especially for high-risk cases) require additional support and attention.Oversee the Safety Audits and GBV, GBV and protection Risk assessment.Act as CommCare referrals FP for the team in the Bekaa.

4. Referrals,Coordination & Representation:

IPSCMO is the focal point for the CP, GBV and protection referrals for case management.IP SCMO is the focal point for the CMR (ensure updated list of accredited CMR facilities is disseminated).IPSCMO is a key focal point for Psychological First Aid and Case Management in Emergencies as needed.As requested, undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government.Support in regular refresher sessions with the frontlines of other IRC programs on how to deal with disclosure and safe identification and referrals.Coordinate with the WPE capacity building team on harmonization of tools and trainings, and adaptation of materials.Coordinate with organizations for any needed case to advocate for critical survivors.

Key Working Relationships:

Position Reports to: IP Field Manager.Position directly supervises: CaseWorkers.Position works with: WPE Senior Manager, CPsenior manager, and PRoL technical team, Capacity Building team and other Programsteam members, and Field Office staff.Minimum Qualifications:2- 3 years’ minimum previous work experience in case management is mandatory.2 years’ previous work experience in teams’ management is a must.Academic background in Psychology, Social Sciences, Social Work, Counseling, or another related field.Clear understanding of gender inequality.The ability to always maintain confidentiality and respect for clients is essential.Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.The ability to work as a member of a team is essential with strong management skills.Fluency in Arabic and English.Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.Excellent computer skills including MS Word, Excel and PowerPoint.INGO experience (Preferred).Experience in training and/or building capacity of other team members through coaching and mentoring (Preferred).

Working Environment:

Travel and other requirements: Staffwill be based in North, with 40% field visits.
