The Opportunity:
In this position, you will be assigned to work with the Civil Rights Division (CRT) of the Department of Justice (DOJ). CRT works to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable members of our society. CRT enforces federal statutes prohibiting discrimination based on race, color, sex (including pregnancy, sexual orientation, and gender identity), disability, religion, familial status, national origin, and citizenship status. CRT utilizes Geographic Information Systems (GIS) to assist in enforcing civil rights laws. To increase CRT’s effectiveness to enforce civil rights laws, several sections rely on GIS administrative and technical support services for displaying and analyzing demographic, socioeconomic, and geospatial information. In your role, you will provide GIS technical and administrative support to satisfy mapping and reporting requests, gather mapping requirements from customers, and process Census information.

Responsibilities:
• Serves as the lead manager responsible for delivery of lab data processing services, including GIS lab data processing
• Performs analysis, development, implementation of processing approaches and quality checks for electronic files and related mapping and geospatial services pursuant to applicable ESI specifications
• Creates maps/reports and related deliverables based on customer requests, including posting maps and related geospatial data to the internal GIS Portal.
• Provides customer support via applying knowledge of GIS concepts, a variety of mapping software/products (i.e. ESRI’s ArcGIS Pro, Network Analyst, ArcGIS Portal and ArcGIS Online), computer graphics and demographic data products (i.e. US Census Bureau TIGER data, Census PL94-171 data and American Community Survey/ACS data) or demographic data from various sources
• Works closely with CRT information technology staff as necessary to ensure the implementation, installation, testing and maintaining of GIS related systems and software
• Responsible for keeping the Government COR informed of deadlines, technical challenges, resource availability, personnel assignments, priorities, and progress reporting
• Consults with attorneys and support staff on best practices for conforming to GIS specifications and as required, participates in teleconferences with co-counsel, client agencies, and opposing counsel upon attorney requests.
• Responsible for ensuring that incoming mapping and geospatial requests are made pursuant to the applicable GIS specifications and when deficiencies are found, provides case attorney with detailed notice of deficiencies
• Utilizes effective oral and writing skills while assisting with outreach efforts via presentations, video clips, or preparing training materials

Qualifications:
• Undergraduate degree required; preferably in the computer science or information management/technology disciplines.
• Must demonstrate substantial, hands-on, successful experience in doing the work on the geographic information systems (GIS) being used, usually at least five years of such experience. Other systems environments will require other specific sets of skills.
• Requires broad knowledge of the Government's IT environments, including office automation networks, and PC and server-based databases and applications.
• Experience in a litigation support environment extremely helpful.
• Excellent oral and written communication skills are required.
• Supervisory experience very strongly preferred.
• Ability to lead a technical team, and to give it direction, will be very important, as will the demonstrated ability to analyze the attorneys' needs, and to design and implement a whole system solution responsive to those needs.

The proposed salary range for this position is:

$86,600 - $181,800
