Job Title: Senior Engineer, Proposal – FPSO Projects
Location: Kuala Lumpur, Malaysia

Job Scope:

Develop and standardize proposal methodologies for FPSO projects within the Construction & Installation (CIC) department Review and enhance RFQ package templates, including subcontract forms, terms & conditions, and scopes of work Establish and implement procedures, guidelines, and workflows for efficient proposal development Lead EPCI proposal activities with a focus on CAPEX estimation, constructability studies, schedule analysis, and execution planning Manage and analyze historical cost data, quotations, CBEs, and productivity metrics for continuous improvement Collaborate with the Digital & Analytics team to develop data-driven estimation methodologies Define and implement schedule and quality monitoring frameworks to support project execution teams Requirements: Bachelor’s degree in Engineering or a related field Proven experience in proposal engineering within the oil & gas or FPSO sector Strong knowledge of EPCI project lifecycle, cost estimation, and constructability analysis Proficiency in preparing and managing RFQ documentation and proposal workflows Experience in data analysis and working with digital tools for estimation improvements Familiarity with construction project scheduling and quality assurance processes Excellent communication and stakeholder management skills
