Job Description:
Parsons is seeking a talented Senior Electrical Engineer to support a large metro program in the Kingdom of Saudi Arabia. In this role, you will provide senior discipline leadership across electrical design management, validation and verification (V&V), technical assurance, and construction management support for HV, MV and LV systems and associated networks. You will oversee and assure the Contractor’s electrical designs and installations to meet Employer’s Requirements, applicable international standards, and Saudi statutory / authority regulations.
What You'll Be Doing:
Lead electrical design management and assurance for HV/MV/LV systems (including traction power interfaces, distribution, substations, UPS, earthing/bonding, lightning protection, lighting, ELV interfaces as applicable), ensuring compliance with Employer’s Requirements, codes/standards, and authority requirements.
Review and verify Contractor design deliverables across all stages (concept to IFC) including calculations, load flow, fault level, protection coordination, single line diagrams, layouts, equipment schedules, specifications, and method statements; issue formal review comments and close-out verification.
Develop and implement discipline review plans (design review schedule, checklists, hold points, witness/inspection requirements, and assurance gates aligned to program milestones and readiness).
Support construction management activities by reviewing and responding to RFIs, technical queries, shop drawings, material submittals, ITPs, commissioning procedures, test reports, and as-built documentation for electrical scope.
Provide technical oversight during installation and testing, including site inspections, surveillance, witness testing, and support for system integration, energization, and commissioning readiness.
Manage interfaces with other disciplines (civil/structural, architectural, MEP, systems, telecoms/ICT, utilities, roads, stations, depots) to ensure coordinated electrical solutions and clash-free delivery.
Engage with relevant Saudi authorities and utility providers as required to support approvals, NOCs, connections, energization planning, and compliance with local regulations and procedures.
Identify and manage technical risks (design non-compliances, constructability constraints, supply chain / long lead equipment, energization constraints, access/shutdowns), proposing mitigation actions and tracking to closure.
Mentor and guide junior engineers and reviewers, providing technical direction and ensuring consistent quality of outputs and reporting.
What Required Skills You'll Bring:
Minimum 12 years’ experience in electrical engineering on major infrastructure/rail/metro projects, with strong exposure to HV/MV/LV networks and substations.
Demonstrated experience in design management / design review and technical assurance of Contractor deliverables (including validation, verification, and compliance assessment).
Strong knowledge of IEC standards and applicable Saudi / regional authority and utility requirements relevant to power distribution, substations, earthing/bonding, and electrical safety.
Sound understanding of dry utilities and major infrastructure delivery from concept through IFC, including demand/load assessments, equipment sizing, protection philosophy, and corridor/interface coordination.
Ability to review and interpret power system studies (e.g., load flow, fault current, voltage drop, protection coordination, arc flash where applicable) and assess adequacy of Contractor submissions.
Proven capability in technical report writing, formal correspondence, and structured review documentation (comment sheets, NCRs/observations, technical memos, and close-out records).
Strong stakeholder coordination skills across multidisciplinary teams, with the ability to manage competing priorities and drive timely resolution.
What Desired Skills You'll Bring:
Experience on metro/rail programs with exposure to traction power and station/depot electrical interfaces (as applicable to the project scope).
Familiarity with construction-phase assurance: inspections, surveillance, ITP reviews, witness testing, commissioning and energization planning, and handover documentation.
Experience preparing or reviewing technical specifications, BOQs, tender documentation, and supporting technical bid evaluations and clarification responses
Competence in value engineering / optioneering, including lifecycle and constructability considerations, with clear recommendation reporting.
Experience supporting statutory/utility approvals and coordination in KSA, including managing comments, technical meetings, and closure of authority requirements.
Professional registration/chartership (where applicable) and prior work on large scale programs in the Kingdom or wider GCC
