General Summary
Provides operational leadership in a joint leadership structure with system EMS medical director to ensure safe, compliant, and high-performing Emergency Medical Services that support patient care, workforce readiness, and system preparedness. Oversees operations, personnel, education, business development, regulatory compliance, and strategic initiatives, resulting in reliable EMS operations, a well-prepared workforce and well coordinated system performance.
Duties and Responsibilities
Provide strategic and operational oversight of Emergency Medical Services (EMS) programs, including 911 response, community paramedicine, interfacility transport, critical care transport, and air medical services, to ensure safe, efficient, and reliable delivery of care across the system.Directs EMS leadership, management, and daily operations by supervising personnel, monitoring workforce performance, operational metrics, and service delivery to ensure alignment with organizational goals and patient care needs.Collaborates with the System EMS Medical Director to align clinical care, operations, quality improvement, education, business strategy, and regulatory priorities through shared governance and coordinated decision-making.Ensure regulatory, accreditation, contractual, and safety compliance by overseeing adherence to applicable federal, state, and local regulations, accreditation standards, contractual obligations, and emergency preparedness requirements.Manage external relationships and partnerships by overseeing contracts, vendor performance, and interagency coordination with EMS agencies, community partners, and regional, state, and federal entities to support EMS operations and preparedness.Provides subject matter expertise and consultation to system and regional leadership on EMS operations, system performance, business planning, preparedness, and regulatory matters to inform strategic and operational decisions.Advances EMS as a critical access and patient throughput resource by partnering with clinical and administrative leaders to optimize patient flow, access to care, and integration across the continuum of care.Oversees EMS education, training, and operational readiness in collaboration with clinical leadership to ensure workforce competency, preparedness, and alignment with system quality and safety priorities.Evaluates, develops, and implements strategic growth and improvement initiatives by assessing new service lines, partnerships, and program enhancements and leading system-level initiatives aligned with the health system's strategic plan.Facilitates interdepartmental marketing and community outreach activities, as appropriate, to strengthen awareness of available EMS resources and services provided by WellSpan.Estimated Amount: 50% - Travel to sites across the system for assignments, trainings, meetings, or other supervisory reasons on an as needed basis.
Qualifications
Minimum Education:
Work Experience:
10+ years Emergency Medical Services required.5 years Increasing leadership responsibility including supervisory roles, in emergency medical services or related field required.Licenses:
Certified Emergency Medical Technician, Certified Advanced Emergency Medical Technician, Certified Paramedic, or Certified Pre-Hospital Registered Nurse required. Basic Disaster Life Support required. Advanced Disaster Life Support required.Driver's License Statement:
Must possess a valid driver's license in the current state of residence. Driving record must meet requirements established by WellSpan Risk Management.
