PMO Lead Job Description
JLL are seeking candidates for the role of Programme Management Office (PMO) Lead.
This position is a key management role, leading the delivery of project and programme services across APAC for a regional / global Client with whom JLL provides end to end services. The position reports to the APAC Account Director, but interfaces with internal and Client stakeholders across sub regions and across service lines. The successful candidate will typically lead a team of programme managers responsible for the governance, oversight and implementation of pan regional programmes of work.
The successful candidate will be responsible for:
Leading and mentoring a diverse team across the APAC regionImplementation of an effective PMO structure, including project and programme governance and performance management and driving a culture if continuous improvement in processOversight of, and point of escalation, for ‘on account’ dedicated project management teams and variable project teams (where used)Meeting and exceeding Account / Client KPI’sKey Responsibilities
Provides accountability to Client for the Project Delivery of Client’s real estate portfolio, from strategy to handover to internal Facility Management team.Own the relationship with Key Stakeholders and assure effective communication from internal Client challenge. Serve as the single point of contact providing accountability and certainty. Ensure alignment and communication to client business lines and stakeholders. Where required manage conflict resolution.Establish and maintain a standard set of practices, processes and templates for managing projects consistently and efficiently to reduce project related risk and costs.Ensure project and program management processes and systems are efficient and effective whilst aligned to business needsMonitor and report on compliance with Client’s policy, process and management framework.Review existing processes for compliance with wider industry standards and / or international best practice and identify and drive opportunities for strengthening governance / compliance through efficiency and improvement to project management process and methodsOversee the collection, consolidation and analysis of program and project data to drive effective decision makingAssist the Client in the capital project strategy including, but not limited, to annual project capital planning and defining in country delivery strategy to achieve value for moneyLead initial project ‘due diligence’ stage coordinating business requirements, incorporating in project strategy and supporting Client approval processes.Lead a team of programme / project manages to:define, agree and report on project timelines, technical issues and stakeholder engagement for capital projectsEnsure all work orders and contracts are drafted, approved and executed before starting work on a projectProvide oversight to all of the regional projects, give expert guidance and advice on all matters relating to project delivery.On board in country delivery project managers and ensure they deliver projects to specification, on time and in budget.Take ownership of project reporting, ensuring that the PM’s report accurately, through inhouse PMIS tools or other preferred methods, on the status of the project and project financesEnsure that changes to scope or budget are reported on and managed accordinglyEnsure that project/program risks are reported on and managed accordinglyDrive cost assurance and value engineering.Manage existing performance management frameworks associated with vendors (consultants, contractors and suppliers)Identify and address areas of concern regarding potential liabilities and risk.Ensure change management and communication plans are in place and being followed.Support Client with Capital Plan development, Program Scope and assigning the proper resources.Key Roles & Responsibilities internal to JLL
Manage, mentor and develop JLL staff members employed on the AccountImplement JLL’s Account Management Deliverables, including Mandatory Account DeliverablesSupport regular Account Health checksOwn all commercial and contractual matters in connection with JLL’s services. Ensure all agreements and documentation necessary for invoicing is in place, assure the issue of invoices, drive cash collection and identify opportunities that improve JLL margin without comprising the service provided.Monitor and review account profitability with Business Line heads periodicallyCreate awareness of JLL’s full range of services to the client as value creation opportunitiesDevelop and deliver value add services within the PMOComply with all JLL policies and procedures, including but not limited to ethics and business practiceKey Attributes
+20 years of practical experience in project / programme leadership, with demonstrable previous Regional PMO experience. PMO experience for Clients in the financial services / technology sectors is advantageous.Strong experience leading regional teamsAbility to lead individuals across a regional platform to deliver superior results in client serviceExcellent verbal and written communication skills, professional manner and computer literacyFlexibility with work hours and travel as neededHighly organized with strong analytical skillsHigh levels of digital literacy and an advocate for use of technology and creating data driven insightsSkill and interest in business development a strong plusKnowledge of Microsoft Office applicationsLocation:
